1. Requirement Summary There is a requirement to acquire speechwriting services as-and-when-requested for the Speechwriting Unit of the Communications Directorate at Public Safety Canada. 2 Scope The Contractor must provide ongoing speechwriting services on an as-and-when-required basis. In support of this work, the Contractor must: 2.1 Provide speechwriting services pursuant to instructions of Portfolio Relations on topics specific to the mandate, programs and policies of Public Safety. 2.2 Provide speech and/or speeches to Project Authority (PA) and make revisions if necessary and as requested by Project Authority. This will include both parliamentary and Ministerial speeches. 2.3 Liaise with PA either by email, telephone or in person to discuss the speech requirements (theme, key messages, scope, length, etc.). 2.4 Provide an electronic and/or hard copy of speeches; and, 2.5 Provide speeches within short deadlines on a regular or rush basis. 3 Deliverables The Contractor must submit the following deliverables: 3.1 Write, revise and finalize speech for each tasking. 3.2 Submit ongoing status updates as requested by the PA/TA for each tasking. 4. Period of Work The Work is to be performed from date of contract award to March 31, 2016. The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to 2 additional one year periods under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment. Canada may exercise this option at any time by sending a written notice to the Contractor at least ten calendar days before the Contract expiry date. The option may only be exercised by the Contracting Authority, and will be evidenced for administrative purposes only, through a contract amendment. 5. Evaluation Process and Selection Methodology Basis of selection – Highest combined score of technical points (70%) and financial points (30%). Detailed in the RFP 6. Enquiries - solicitation stage All enquiries or issues concerning this procurement must be submitted in writing to the Contracting Authority named in Part 1, item 5 as early as possible within the bidding period. Enquiries and issues must be received by the Contracting Authority no later than five (5) business days prior to the bid closing date specified on the cover page or this RFP document to allow sufficient time to provide a response. Enquiries or issues received after that time may not be able to be answered prior to the bid closing date. To ensure consistency and quality of information provided to Bidders, the Contracting Authority will provide, simultaneously to all bidders to which this solicitation has been sent, any information with respect to significant enquiries received and the replies to such enquiries without revealing the sources of the enquiries. It is the responsibility of the Bidder to obtain clarification of the requirements contained herein, if necessary, prior to submitting a bid. A request for a time extension to the bid closing date will be considered provided it is received in writing by the PS Contracting Authority at least five (5) working days before the closing date shown on page 1 of this RFP document. The request, if granted, will be communicated by www.BuyandSell.gc.ca at least two (2) working days before the closing, showing the revised closing date. The request, if rejected, will be directed to the originator at least three (3) working days before the closing date by the PS Contracting Authority. 8. Intellectual Property Public Safety Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, on the following grounds: The main purpose of the contract, or of the deliverables contracted for, is to generate knowledge and information for public dissemination 9. Security This requirement contains a security requirement - See Part 6.
