ADVANCE PROCUREMENT NOTICE ENTERPRISE DATA CENTRE BORDEN EXPANSION PROJECT CFB BORDEN, ONTARIO (WITH SECURITY REQUIREMENTS) Purpose of this Advance Procurement Notice (APN): This APN is issued on behalf of Shared Services Canada (SSC) and is not a bid solicitation. This is an advance notice of a potential project with security requirements to provide interested companies an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed. Description of the Project: Shared Services Canada (SSC) is a federal department created on August 4, 2011, to transform how the Government of Canada manages its information technology (IT) infrastructure. SSC reports to Parliament through the Minister of Public Works and Government Services and is responsible for delivering mandated email, data centre and network services to partner departments in a consolidated and standardized manner to support the delivery of Government of Canada programs and services. With a whole-of-government approach to IT, SSC is creating economies of scale to deliver more efficient, reliable and secure IT infrastructure services to Government of Canada departments. In order to achieve this, SSC will transform its services through consolidation, standardization and infrastructure renewal to generate savings, improve service and increase security. In support of the data centre consolidation efforts, SSC has now established its first enterprise production data centre at the Canadian Forces Base (CFB) Borden, Ontario and is now planning the expansion of this data centre. This will be referred to as the ENTERPRISE DATA CENTRE BORDEN Expansion Project. The overall objective of this project is to provide approximately 4,645m2 (50,000 ft2) of data centre space to meet the future capacity requirements. The data centre is to house 5 MW of Information Technology workload, as well as the corresponding data center cooling capacity and building load. The building shall be designed and constructed to meet the Uptime Institute’s 2012 Tier III Data Center Site Infrastructure Tier Standard: Topology. Note that there is an existing 1,300 square meter (14,000 ft2) operational data centre at CFB Borden, which was originally constructed in 1972. This existing data centre is planned to be upgraded and expanded to accommodate 5MW of IT load and include an addition of approximately 3,483 m2 (37,500 ft2) of data centre space to achieve the desired goal of 4,625 m2. Description of the Services: Services under any resulting Design-Build-Finance-Operate-Maintain contract will include: - Design of all aspects of the data centre, the site, the services and the access roads, in compliance with the Performance Specifications; - Construction of the data centre as per the design, including provision of utilities and other site services required to support the data center and obtaining a LEED® certification; - Finance for the term of the contract, which will commence on Financial Close and continue for 25 years; - Services for the term of the contract, including soft services such as cleaning and waste management, as well as hard services such as electrical and mechanical; and - Lifecycle Maintenance The construction of the data centre is estimated between $100 and $150 million. It is anticipated that the Request for Qualifications (RFQ) stage will be initiated in the first quarter of calendar year 2015. Security Requirements: The security requirements for this contract will be phased. Firms will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of PROTECTED B with approved DOCUMENT SAFEGUARDING at the level of PROTECTED B at the close of the RFQ, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The successful proponent and their Facility Management organization will then be required to obtain their Secret Clearance prior to Service Commencement Date. This date will be specified at the RFQ stage. Process: Firms that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP).
