Notice of Proposed Procurement (NPP) Task-Based Informatics Professional Services (TBIPS) Requirement This requirement is for: Department of Fisheries and Oceans Canada (DFO) This requirement is open only to those Supply Arrangement Holders who qualified under Tier "1" (= $0-$2M) stream for Geomatics Services, under the category for: G.7 GIS Programmer/Analyst – Level 2 – Bilingual The following SA Holders have been invited to submit a proposal: 1. Description of the requirement: The Department of Fisheries and Oceans is seeking professional services from one Level 2 GIS Programmer/Analyst Bilingual to provide the following services: OBJECTIVE The objective of this project is to develop a set of web services to publish, maintain, and disseminate Canadian Shellfish Sanitation Program (CSSP) data stored in a centrally supported geospatial database through separate portals accessed by CSSP Partner Departments and the public. DELIVERABLES The consultant will need to build upon DFO’s existing geospatial data architecture to guide the development of the necessary data integration and dissemination components to support the business objectives of the CSSP. The primary activities included under the scope of this contract are: Activity 1: Web Mapping Services Design and implement a set of web services that will serve as the main application programming interface (API) for all business operations against CSSP’s central geodatabase schema. Activity 2: Public Web Mapping Application Design, implement, and deploy a public-facing web mapping application that can be used by external stakeholders and the public to query closure areas. Activity 3: Internal Web Mapping Application Design, implement, and deploy a private web mapping application that can only be used by internal stakeholders in order to maintain the boundaries and all other data layers associated with classification and sanitary closure areas. In addition to completing the work as described above, a brief summary report describing how each requirement has been met at the end of Activities 1 to 3, and delivered to the project authority on or before the scheduled end date of the contract. A system support guide will also need to be developed to assist CSSP partner departments’ staff and system administrators. EXPERIENCE The consultant must have demonstrated practical experience for at least the last 5 years within the Federal Government in all of the following areas: - IT Project Management - Relational Database Architecture and Design - Geographic Information Systems (GIS) Solutions Development - Web Application Design and Development - Geospatial Metadata Management SECURITY There is security requirement for the contractor/offeror to hold a Facility Security Clearance (FSC) at the level of Secret, and for the contractor/cofferor’s personnel to be cleared to the level of Secret at time of bid closing.
