    SCOPE OF WORK
    
    Industry Canada requires the services of up to five (5) experienced Project Managers to directly assist the Department’s business units in the successful delivery of their project initiatives.  We are looking for only one at this time.  Each Project Manager resource is required to manage one or multiple medium to large-scale, business-sponsored project(s).  
    
    General Roles and Responsibilities
     
    Roles and responsibilities for this resource include the following:
    •	Responsible for the success of the project from initiation to closure. 
    •	Has specific responsibility for achieving the entire defined project objectives within the costs, time and resources allocated. 
    •	Responsible for the day-to-day management of the project as set out in the charter; e.g., detailed planning, resource planning, cost estimating, budgeting, scheduling, etc. 
    •	Responsible for project stakeholder engagement (e.g. identifies key stakeholders and plans and executes the stakeholder engagement process).
    •	Assembles the project team including subject matter experts and functional leads within the Department. 
    •	Ensures the project’s scope and specifications are documented and understood by the project team. 
    •	Manages and controls project scope changes while managing business sponsor expectations to ensure their satisfaction. Ensures timely completion of the project within the approved budget by comparing actual progress to a baseline plan, and identifies corrective actions. 
    •	Engages in proactive continuous risk management to identify, analyze, plan, track, control and communicate project risks and their status to Steering Committee. 
    •	Plans, organizes and directs the work of the Project Team (including sub-contractors) to implement the approved project plan and produce quality deliverables. 
    •	Participates in project Stage-Gate Reviews as required.  Prepares materials for Stage-Gate Reviews as required.
    •	Presents the Investment Board (IB), Project Domain Steering Committees (PDSCs) and Sector-Business Units with current stage accomplishments, plans and costs in order to acquire approval for the next project framework stage.
    •	Provides regular project updates to Business Sponsor and other key stakeholders.
    •	Understands implications of legislative changes to existing policy and business operations.  Provides recommendations on what consequential policy or operational adjustments need to be made.
    •	Contributes to the organization's strategic and business planning initiatives (e.g., identifying strategic goals and objectives and implementing initiatives to achieve them, Policy Development, Standards Development and Program Review).
    
    For the purpose of this requirement, it is important to note that the roles and responsibilities of this resource differ from that of an IT Project Manager.  The IT Project Manager is a functional lead provided by the Chief Information Office (CIO) and is responsible for the success of the IT component of an IT related project.  The Project Manager requirement identified in this Statement of Work is responsible for the success of all project components and reports directly to the project’s Business Sponsor.
    
    Key Deliverables
    
    In carrying out the general roles and responsibilities listed above, the Project Manager will provide the following project deliverables for each project assigned.
    
    
    
    Stage 1 – Idea Generation:
    •	Business Proposal that includes high-level project details including Rough-Order of Magnitude (ROM) project costing. 
    •	Project Stakeholder Engagement Plan identifying project stakeholders and detailing how they will be engaged throughout the life of the project (e.g. through Working Groups, consultations, facilitated workshops, etc.)
    
    Stage 2 – Concept Initiation: 
    •	Business Case for the purpose of providing context for an investment decision, a description and analysis of viable options and a recommendation of a chosen option.  
    •	Project Charter for the purpose of obtaining formal approval on the general parameters and structure of the proposed project. 
    •	High Level Business Requirements validated by key stakeholders that completely, accurately and unambiguously captures the business requirements of the project.
    •	Preliminary Project Complexity and Risk Assessment (PCRA) against the Organizational Project Management Capacity Assessment (OPMCA).  
    •	Treasury Board submission for projects whose PCRA rating exceeds the OPMCA. 
    •	Privacy and Security Documents including Preliminary Privacy Impact Analysis (PPIA) and Statement of Sensitivity (SOS).
    •	Project Costing containing planned project, ongoing and investment costs. 
    •	Project Dashboard Report providing project status details including health (schedule and cost), planned and actual costs, planned and completed achievements/milestones, etc.
    •	Risk Management Plan detailing how risks and issues will continue to be identified, assessed and managed throughout the project life cycle. 
    
    Stage 3 – Project Planning:
    •	Project Plan describing baseline details for all project components, interim and final project deliverables, managerial and technical processes necessary to develop the project deliverables, resources required to deliver the project deliverables and any additional plans required to support the project.
    •	Detailed Business Requirements as a further refinement of High Level Business Requirements completed in Stage 2.  
    •	Detailed Functional Requirements outlining the specific business and technical functions that will be available to users upon implementation of the solution.  
    •	Final PCRA as a further refinement of the preliminary PCRA completed in Stage 2.
    •	Treasury Board Submission for projects whose PCRA rating exceeds the OPMCA. 
    •	Information Management (IM) Checklist to ensure that each new application proceeding through the project management process meets departmental and GC IM and data administration requirements.
    •	Privacy and Security Documents including Privacy Impact Analysis (PIA), Statement of Sensitivity (SOS) and Threat and Risk Assessment (TRA).
    •	Scope Change Management Plan for the purpose of managing and controlling scope change during the execution of the project. 
    •	Project Dashboard Report providing project status details including health (schedule and cost), planned and actual costs, planned and completed achievements/milestones, etc.
    •	Continued Risk and Issue Management.
    
    Stage 4 – Execution:
    •	Transition Plan describing how the project deliverables will be brought to full operational status, integrated into ongoing operations and maintained.  
    •	Project Dashboard Report providing project status details including health (schedule and cost), planned and actual costs, planned and completed achievements/milestones, etc.
    •	Security Documents as required.
    •	Continued Risk and Issue Management.
    •	Continued Project Scope and Change Management.
    
    Stage 5 – Launch: 
    •	Project Closeout Report summarizing the accomplishments of a project and measures project success against criteria set out in the charter.   
    •	Complete Lessons Learned Questionnaire.
    •	Security Documents as required.
    •	Project Dashboard Report providing project status details including health (schedule and cost), planned and actual costs, planned and completed achievements/milestones, etc.
     
    Post Launch Review: 
    •	Outcomes Realization Results Report (ORR) for the purpose of summarizing the accomplishments of a project and providing an opportunity to evaluate the overall success of the product/service.  
    
    Deliverables Required Throughout the Life Cycle of the Project: 
    •	Monthly, quarterly and ad-hoc project status reporting.
    •	Project stakeholder communications
    •	Continued management of project schedules and budget, monitoring of project expenditures and performance against baselines.
    •	Preparation of PowerPoint presentations providing project debriefs for Senior Management and other stakeholder groups. 
    •	Prepare materials required for project-related working groups or committees chaired by the Business Project Manager or the Business Sponsor. 
    
    All deliverables to be approved by the project’s Business Sponsor.  Deliverables required by the Industry Canada Project Management Stage-Gate Framework must be provided in the format required by the DPMO.  All deliverables must be produced in English (Industry Canada will provide French translations as required).
