. The purpose and explanation of an ACAN An Advance Contract Award Notice (ACAN) allows Health Canada contracting authorities to post a notice on MERX, for no less than fifteen (15) calendar days, indicating to the supplier community that a good, service or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, and then the contracting authority will proceed to a full tendering process. 2. Rights of suppliers Suppliers who believe that they are fully qualified and available to provide the services or goods described in this ACAN, may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes. 3. Proposed Contractor Dr. S.L. Perkins Division of Biochemistry The Ottawa Hospital 501 Smyth Rd. Ottawa, ON K1H 8L6 4. Definition of Requirements or Expected Results Dr. S.L. Perkins will provide consultative services by providing advice and recommendation on assays and instrumentation, evaluating and assessing quality assurance activities and reviewing clinical biochemistry analytical results of the Nutrition Research CHMS laboratory as required as it prepares for, conducts analyses and makes any required procedural modifications undertaken in support of the Canadian Health Measures Survey. Dr. Perkins will provide these services via email, telephone and on-site consultation support as required for the duration of the contract. 5. Minimum requirements Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements: a) Extensive experience in the field of clinical and research biochemistry within the past five years, at provincial and/or national levels. b) Experience and practical knowledge of the Canadian Health Measures Survey. c) Extensive Experience and current active participation in medical advisory committees at the provincial and national level. d) Extensive experience in clinical laboratory licencing and accreditation. e) Certification or Fellowship in Clinical Biochemistry (FCACB) from the Canadian Academy of Clinical Biochemistry or other recognized equivalent (eg FNACB from American National Academy of Clinical Biochemistry). Extensive experience is defined as five years or more. Experience is defined as three years or more. 6. Reason for non-competitive award Dr. Perkins has been actively involved in the initial development of the Canadian Health Measures Survey since its inception. In her role as a member of the CHMS Laboratory Advisory Committee she is familiar with all aspects of the survey including its parameters and requirements in the areas of sample collection, analysis and storage. This historical experience as well as her enormous clinical and research experience provides continuity with all aspects the laboratory functions and insures the ability of Health Canada to meet its obligations. Dr. Sherry Perkins is currently head of the Division of Biochemistry of The Ottawa Hospital and is an associate professor in the Departments of Pathology and Laboratory Medicine and Obstetrics and Gynecology at the University of Ottawa. As a Clinician Administrator she has held many leadership roles in Clinical Biochemistry and Pathology and Laboratory Medicine at the local, regional, provincial and national levels. From 1998 to 2004 she served as the Eastern Ontario Regional Laboratory (EORLA) Project Director and chair of the East 1 Regional Coordinating Committee from 2001- 2006. She is a member of the EORLA Board and regional Medical Scientific Advisory Committee and Chair of the EORLA Biochemistry Discipline Specific Working Group. She is a past president of the Ontario Society of Clinical Chemists and of the Canadian Society Clinical Chemists and sits on many Provincial and National Committees. In addition to her administrative roles and responsibilities Dr. Perkins has active collaborative research activities in the Department of Obstetrics and Gynecology, Ottawa Hospital. 7. Applicable trade agreements and justification for limited tendering or the Procurement Strategy for Aboriginal Business N/A 8. Ownership of Intellectual Property Ownership of Intellectual Property will rest with the Crown. 9. Period of the proposed contract The contract period shall be from 3 November 2014 to 31 March 2016 with two optional periods of 1 April 2016 to 31 March 2017 and 1 April 2017 to 31 March 2018. 10. Estimated value of the proposed contract “The total estimated value of the proposed contract should not exceed $62,000.00 and all applicable taxes.” 11. Closing date and time The closing date and time for accepting Statements of Capabilities is November 6, 2014, 2 P.M. EST 12.
