    Description
    1.0	The Project:
    	The Government of Canada, through Foreign Affairs, Trade and Development Canada (DFATD) is planning to fit-up the Chancery of the Canadian Joint Delegation to NATO in Brussels, Belgium. The new custom-built (turnkey) facility will include approximately 899 m² net office space on approximately 1593 m² of rentable class-A space. 
    	The project is being delivered on a Design-Build basis based on the FIDIC General Conditions of Contract for EPC/Turnkey Projects (The Silver Book), First Edition 1999. The construction will be executed to meet the requirements of the applicable Belgium codes and the National Building Code of Canada. 
    	Proposals are being solicited from firms with relevant and significant professional experience to assist with the Design-Build contract administration for the fit-up of the Canadian Joint Delegation space.
    	
    2.0	Scope of Work: 
    The objective of the work is to provide local Project Management Support / Quantity Surveying Services for the above referenced Project as detailed herein. The Contractor shall perform the required services in Brussels, Belgium, under the direction of the Departmental Representative.
    
    The Contractor will provide expert advice on cost and schedule related issues relative to the terms of the Design-Build Contract.
    
    
    3.0	General Tasks:
    The required services should include, but are not limited to the following tasks.
    
    1.1 	The Contractor shall: 
    •	Ensure that the information provided by DFATD such as the required deliverables, deadlines, communication and access protocols are clearly understood and respected by the Contractor’s team.
    •	Carry out services under the direction of the Departmental Representative.
    •	Identify and advise the Departmental Representative, at any stage of the projects, of any changes regarding scope of work or any other matters that may affect schedule or budget or that may be inconsistent with instructions or written approvals previously given. The Contractor shall detail the extent and reasons for the changes and obtain written approval before proceeding.
    •	Attend design, construction and other meetings at the request of the Departmental Representative.
    •	Provide other reports as required for Specific Services (Schedule and Cost Management Support).
    •	Ensure that hard copy and electronic deliverables are filed in accordance with the DFATD departmental policies on records management, upon project completion.
    
    1.2  	In the event that a claim arises under or out of any contract awarded by DFATD in furtherance of this project, the Contractor shall participate in meetings or negotiations with the claimant or its representatives, including the furnishing of reports with supporting information necessary to resolve the dispute or defend against the claim.
    
    4.0	Experience Required
    •	Proponent must demonstrate an effective strategy for delivering the service and clear understanding of the requirements of the Statement of Work.
    •	Proponents must demonstrate that it has corporate experience on a minimum of three (3) recent projects of size and scope similar to the current requirement, completed in Brussels.  Recent experience is considered to refer to the last 7 years (between 2007 to 2014).
    •	Proponents must demonstrate that the proposed personnel have recent experience on projects of similar size and scope (such as Diplomatic Premises, Class “A” Offices, Banks, Courthouses, etc.) on which they held similar responsibilities.
    The proposed team members must have the following noted minimum number of recent years of experience indicated, in a similar role on projects located in Brussels. 
    	
    •	Senior Quantity Surveyor	ten (10) years of recent experience. Recent experience is 	considered to refer to the last 12 years (between 2002-2014).
    
    •	Junior Quantity Surveyor	five (5) years of recent experience. Recent experience is considered 	to refer to the last 7 years (between 2007-2014).
    
    5.0	Mandatory Requirements - Local Experience Requirements
    Proponents must have had an office established, in Brussels, Belgium, for a minimum of 5 years prior to the Closing Date.
    
    6.0	RFP Documents From GETS:
    	
    Proponents shall order from GETS the Request for Proposals documents which includes the Draft Contract.
    
    7.0	Selection Process: 
    
    	The selection process is a one-stage competitive process wherein Proponents are invited to respond to this RFP and submit information relating to technical and price proposals.  The proposals will be evaluated and scored as described within the RFP documents.  The price proposal shall consist of all-inclusive fixed hourly rates for the period of the work. Should Her Majesty elect to proceed with a contract, the Proponent with the highest score (best value - highest combined rating technical and financial) will be awarded the Contract for the required services.
    
    In case of discrepancies between this Notice and the Request for Proposals documents, the Request for Proposals documents shall take precedence.
