This requirement is open only to those Supply Arrangement (SA) Holders who pre-qualified under Tier 1, Stream 5 – Project Management Services. More specifically, this requirement is open only to those invited TBIPS Supply Arrangement Holders who pre-qualified under the following categories: P.13 Independent IT Project Review Team Leader (Level 3); and P.14 Independent IT Project Reviewer (Level 3) The following SA Holders have been invited to submit a proposal. 1. 4165047 Canada Inc. 2. Olav Consulting Corp., Moshwa Aboriginal Information Technology Corporation, in Joint Venture 13. Procom Consultants Group Ltd., Emerion, in Joint Venture 14. S.i. Systems Ltd. 15. Spectra FX Inc. Description of the Requirement: The Spectrum, Information Technologies and Telecommunications (SITT) sector, more specifically the Spectrum Management Operations Branch, requires the services of a qualified supplier having qualified resources trained under the Treasury Board Chief Information Officer Branch (CIOB) Independent Review Program (IRP) Methodology to conduct reviews and assessment of the Spectrum Applications Modernization – Commercial Software Implementation (SAM-CSI) project. The SAM-CSI project is currently in the Execution phase (Stage 4 of Industry Canada Project Management & Stage Gate Framework) and is now required to complete a fourth, fifth and sixth independent reviews to provide assurance and evidence that high-impact risks have been effectively mitigated. Proposed Period of Contract: The proposed period of contract shall be from date of contract award (tentative start date is November 2014) to March 31, 2016, with services required on an as needed basis. NOTE: Task-Based Informatics Professional Services (TBIPS) Method of Supply is refreshed on an annual basis.
