Description
REQUIREMENT: The Pacific Agri-Food Research Centre (PARC) in Agassiz, BC requires the services to upgrade one of the building control panels. This will include all parts and labour to upgrade the panel. The existing panel hardware is obsolete. ESC Automation performed the initial hardware installation and programming of the building controls when the building was initially constructed. The building controls utilize software proprietary to ESC and; therefore, no other company would be able to diagnose and correct building control problems as quickly and as efficiently as ESC. As a result, a sole source contract with ESC is required to maintain compatibility with the existing product. SCOPE OF WORK: The work will include: - Supply and install of new Bacnet version 3.40 eBMGR controller to replace the existing CP2 obsolete DCU controller in panel 2; - Supply and install of 4 new DAC Micro replacement controllers to replace the 4 existing V2 Micro’s on the CP2 subnet; - Supply and install of 5 new Bacnet LCD adjustable display room controllers to replace the 5 existing V2 LCD display room controllers serving the heat pumps on the CP2 subnet; - Supply and install of 6 new DAC Controllers to replace the 6 existing V2 controllers controlling the Fan Coils on the CP2 subnet; - Supply and install of 4 new Bacnet VAV controllers to replace the 4 existing V2 VAV controllers on the CP2 subnet; - Updates to controls re-commissioning, programming, and graphics; and - One year warranty. CONTRACT PERIOD: From Date of Award and shall be completed prior to March 31, 2015. CONTRACT VALUE: Estimated Value: $29,439.90 CAD (including GST). PROPOSED CONTRACTOR: ESC Automation Inc. 17850 – 56th Ave. Surrey, BC V3S 1C7 SOLE SOURCE JUSTIFICATION: ESC Automation performed the initial installation and programming of the building controls when the building was initially constructed. With the building control software being proprietary, only one firm is capable of performing the contract without replacing the current software package and then reprogramming the building controls to integrate with the replacement software. Due to operational requirement, the time on the part of AAFC facility maintenance staff alone to support a reconfiguration of replacement software would be extremely onerous. ACAN NOTICE: You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process. Inquiries on Submission of Statement of Capabilities: Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters. The Crown retains the right to negotiate with suppliers on any procurement.
