    Description of Work: 
    The work that is the subject of this Request for Proposal includes, but is not limited to, the maintenance of the lawns and landscaped grounds of the Sainte-Anne-de-Bellevue Canal National Historic Site, including : all grassed and rough lands, paved areas, (footpaths, parking lots, bicycles path, sidewalks, trails, etc.), plat beds, hedges, trees, bushes, shrubs and related works located within those areas, as shown on the attached plans.
    
    Mandatory Site Visit: 
    It is MANDATORY that the bidder attends the site visit at the designated date and time to examine the scope of the work required and the existing conditions. A maximum of two (2) representatives per bidder will be permitted to examine the sites.
    
    The site visit will be held on December 3, 2014 at 10:00 a.m (EST). Interested bidders will meet at the parking area of Canal Saint-Anne-de-Bellevue located at 170, Sainte-Anne Street, Sainte-Anne-de-Bellevue, Quebec, H9X INI. Bidders must communicate with the Contracting Authority, Sylvie Lagacé later than the day before the scheduled visit to confirm attendance. 
    
    Bidders who, for any reason, cannot attend at the specified date and time will not be given an alternative appointment to view the site and their proposals, therefore, will be considered as non-responsive. NO EXCEPTIONS WILL BE MADE.
    
    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
    
    As proof of attendance, at the site visit, the Authorized Representative will have an Attendance Form which MUST be signed by the bidder's representative. It is the responsibility of all bidders to ensure they have signed the Mandatory Site Visit Attendance Form prior to leaving the site. Proposals submitted by bidders who have not attended the site visit or failed to sign the Attendance Form will be deemed non-responsive.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
    
    Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents. 
    
    Mandatory Requirements:
    
    1.	Contractor’s Experience
    The bidder MUST have five 5 years of experience, during the five (5) years, wherein the performance of two  (2) contracts for sites of similar size and scope of those described in the Request for Proposal have been satisfactorily completed which involved Landscape Maintenance Services.
    
    2.	Equipment inventory minimum available
    At the time of submitting the bid, contractor must have a minimum of equipment inventory available for the proper completion of the work (reference Appendix «A» - 1.6). The equipment must be in good condition.
    
    Period of Contract:
    
    The period of any resulting Contract shall be for a period of three (3) years, starting April 1, 2015, with two (2) years irrevocable renewal periods of 12 consecutive months.

    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
