    Description
    ADVANCE CONTRACT AWARD NOTICE (ACAN)
    1. Definition
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
    If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
    
    2. Definition of Requirements
    As part of The Canadian Wood Fibre Centre (CWFC) mandate, it the current work provides FPInnovations with forest-level research services.
    The Canadian Wood Fibre Centre and FPInnovations have developped the National Wood Fibre Attributes Database, a tool that addresses the needs of the Forest Sector and enables the extraction of higher margin products from our forests.
    Therefore for fibre quality information to be available to stakeholders for decision-making, there is a need for consistent, accessible information at appropriate levels of detail. The proposed work is to prepare and transfer several large datasets on wood fibre quality to be integrated into the National Wood Fibre Attributes Database.
    The supplier will provide the following services:
    a) Edit and verify data, and provide metadata that fully explains all dataset variables;
    b) Provide citations of publication(s) and PDFs produced from the datasets;
    c) Provide the datasets in Access 2007 format to the database administrator for integration into the National Wood Fibre Attribute Database;
    d) Provide additional support on data documentation following their acquisition;

    4. Title to Intellectual property
    Under the Crown Procurement Contract, the Crown may own the Foreground for the following reasons:
    We do not own the IP but have been given permission to use the IP by FPInnovations.

    From contract award to March 31, 2015
    
    6. Estimated Cost
    The estimated cost will be $40,500.00
    
    7. Exception to the Government Contracts Regulations and applicable trade agreements
    In accordance with the Government Contract Regulations (GCR) exception, part 1, Section 6 (d) only one firm is capable of performing the contract.
    Encore Wood Research is the only known service provider that meets all the mandatory criteria as described below (see section 9).

    Criteria for Assessment of the Statement of Capabilities
    The contractor must have:
    Five (5) years of recent experience in:
    a) collecting a variety of forestry measurement data, at the stand, tree, log and product levels, including wood quality properties (e.g. X-ray densitometry, fibre properties determination, etc.);
    b) revising/editing the data;
    c) organizing the data into relational databases;
    d) comprehensively describing the datasets;
    e) converting the datasets to a proper format for sharing; and
    f) transferring the datasets to the client;
    Five (5) years of recent experience and knowledge of the forest sector.
    Five (5) years of recent experience in computer science and database development
    Note: Recent experience means within the last 10 years.
    "Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, preferably by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements."
