Canada Post Corporation will continue to use MERX (www.merx.com) for the
Indefinite future as its primary portal for Notice of Proposed Procurements and for all opportunities that are subject to the North American Free Trade Agreement (NAFTA).

You may be aware that as of June 1, 2013, federal government departments will publish
Notices of Proposed Procurement (NPP) and related documents on the new Government of Canada Government Electronic Tendering Service (www.Buyandsell.gc.ca/tenders).
Canada Post will post a reference document on the new Government Electronic Tendering
Service; however, all related documents and amendments will be available only through MERX.

Canada Post is looking to establish a single supplier-managed solution for the provision of language translation services. The requirements include: 
•	Translation Services (including translation, revision, proofreading and updating); 
•	Related Services (such as editing, writing and proofreading); and
•	An online client portal for users to submit and retrieve requests. 

Canada Post currently processes approximately 8,500 translation requests on an annual basis (from 1,000 users), and contracts out the translation of about 7,030,000 words per year, broken down as follows: 
•	Canadian English to Canadian French ‒ 6,220,000 words per year;
•	Canadian French to Canadian English ‒ 800,000 words per year; and
•	To and from Other Languages – 10,000 words per year.

This RFP sets out the process by which a single Proposer will be identified for potential contract award. The anticipated term of any resulting contract is five years with the option to renew for two additional 1-year periods. 

Canada Post Corporation intends to conduct negotiations with suppliers on this proposed procurement.
