    (MODIFIED) DESIGN-BUILD NEW FACILITY BAGOTVILLE, QUÉBEC

    Purpose of this Advance Procurement Notice
    
    This is not a bid solicitation.  
    
    This is an advance notice of a potential project with anticipated security requirements to provide interested Design-Builders an opportunity to apply for security clearances.  Note that there is no guarantee that this project will proceed.
    
    Description of the Project
    
    The project is for the design and construction of a multi-purpose facility located in Bagotville Quebec. The facility includes functions such as office space, maintenance bays, training classrooms and storage areas.  The facility will be constructed to meet LEED Silver standard and have a gross footprint greater than 12,000 m2.
    
    Description of the Services 
    
    A Design/Builder is required to design and construct the facility, including all site-works, building construction, commissioning and testing required for Owner beneficial occupancy.  Estimated value of the project is greater than $30,000,000.  
    
    The Request for proposal is expected to be advertised in the Winter of 2015.
    
    Security Requirements
    
    For this contract, the Design/Builder will be required to hold valid FACILITY SECURITY CLEARANCES (FSC) at the Level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 
    
    Design/Builder personnel, Sub-Consultants and Sub-Contractors and their personnel will also be required to hold a valid personnel security screening at the level of RELIABILITY STATUS (eg.: for civil personnel) or SECRET as required granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC)
    
    Process
    
    Design-Builders, Sub-Consultants and Sub-Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP).  This can be done by following the procedure on DCC’s website at the following link: 
    http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. 
    
    Design-Builders, Sub-Consultants and Sub-Contractors are asked to submit their request prior to January 13, 2015 quoting the following information:
    
    -	Contract number HQ001262; and
    -	Level of clearance requested to be sponsored for.
