    DESCRIPTION OF THE REQUIREMENT:
    
    Industry Canada’s Enterprise Solutions Branch (ESB) is a key internal service provider that operates within the Chief Informatics Office (CIO) and provides the Department with enterprise information technology (IT) application services that include architecture, planning, design, development, enhancement, operation, and maintenance of enterprise IT systems.
    The Enterprise Solutions Delivery Directorate (ESDD) of the Enterprise Solutions Branch (ESB) is responsible for all aspect of the project management and delivery of Enterprise wide IT solutions and major Department transformation initiatives, including:
    •	Desktop software Renewal
    •	Email Transformation Initiative
    •	Business Intelligence
    •	IM ready Campaign
    •	GCDOCs
    
    Within the ESSD, the Business Intelligence and Analytics group is responsible for the following:
    •	Maintaining and evolving a Business Intelligence practices across Industry Canada;
    •	Establishing and supporting BI  and analytics capabilities; and 
    •	Providing business analytics and operational reporting services for Industry Canada.
    
    PROJECT REQUIREMENTS/OBJECTIVES
    Industry Canada is currently in process of delivering on a five (5) year roadmap that will allow the department via the Business Intelligence and Analytics (BIA) project to develop and implement a unified set of methodologies, processes, procedures, and tools for Master Data Management (MDM) and Business Analytics (BA). 
    
    The expected outcomes of the project will drive a data driven enterprise vision for Industry Canada for the benefit of all lines of business by assisting in increased horizontal usage of data. The vision focuses on pragmatic and strategic solutions for Industry Canada as a whole while acknowledging the uniqueness of some of the lines of business.
    
    As with other organizations, Industry Canada has experienced an increase in the volume of data over the years.  This, along with other drivers, has increased the need for better managing, sharing and leveraging of this data horizontally to improve the programs offered to Canadians. MDM will enable data integration and assist with transformation of data to support applications and to perform advanced data analytics in order to enhance the development and delivery of IC policies, programs and evaluation.
    
    The Business Intelligence and Analytics group requires the services of a Programmer Analyst/BI Developer to provide tasks, services and deliverables centered around the development, support and maintenance of the  Cognos BI software product suite based on specifications and requirements according to IC’s standards and guidelines and in support of the Business Intelligence and Analytics (BIA) project.  
    SCOPE OF WORK / KEY ACTIVITIES
    The Programmer Analyst/BI Developer will assist the current BI team with ongoing development, maintenance and support. The resource will work directly with the delivery team providing expertise in Cognos BI software products.
    
    Duties and deliverables may include the following:
    •	Cognos BI upgrade from version 7 to version 10.2;
    •	BI application (reports, dashboards, metadata) conversion to Cognos BI 10.2;
    •	Analyse BI Reporting requirements and generate BI solutions;
    •	Develop functional and technical design documents;
    •	Analyse, design and develop Framework Manager models to support the reporting requirements;
    •	Analyse, design and develop Report Studio reports, dashboards and portals to support the reporting requirements; 
    •	Analyse, design and develop dynamic cubes to support the reporting requirements;
    •	Design and develop logical and physical database models;
    •	Design and develop PL/SQL stored procedures;
    •	Perform Cognos BI administration and configuration;
    •	Perform unit testing of the developed reports;
    •	Provide assistance to the BI Project team with the design and development of test plans and scripts for Systems and UAT testing; 
    •	Support quality assurance and user acceptance efforts;
    •	Produce deployment plans;
    •	Assist and troubleshoot deployed reports;
    •	Support and maintain Cognos BI;
    •	Provide user and system training;
    •	Develop and update technical documentation; 
    •	Provide weekly status reports; and
    •	Attend status and other meetings as required.
    
    Proposed period of contract:
    
    The proposed period of contract shall be on an “As and when requested services” from:
    
    Initial Contract Period:  Contract award to January 31, 2016 plus 4 option year periods
