    Advance Contract Award Notice – (14-22106)  
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    The National Research Council London office has an existing (BAS) building automation system. The Building Automation Systems (BAS) detects unsafe levels of CO2 and monitors indoor air quality. The sensors also input to the drive Demand Control Ventilation (DCV) systems to reduce energy burden and manage the building’s HVAC environment. The system is a legacy system that was installed when the building was constructed in 1996 and is proprietary to Honeywell. Because the (BAS) is a proprietary system to Honeywell it’s not feasible to compete the NRC’s requirement for maintenance/upgrades and modifications. Honeywell is the original equipment manufacturer and is the only source that’s able to satisfy the NRC’s requirement for maintenance/upgrades and modifications due to Honeywell’s intellectual proprietary designs, software and certified Honeywell technicians.
    The purpose of this ACAN is to advertise to the supplier community that the NRC intends to issue a service contract for the repair and maintenance/ services of the proposed vendor. This posting will serve for the immediate requirement and future contracts up to five years after the closing date of the ACAN.
    
    The proposed contract is from February 3rd 2015 to March 31st 2015. 
    
    Cost Estimate of the Proposed Contract: $150,000 USD to 750,000 USD

    Supplier’s Right to Submit a Statement of Capabilities: Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice.  The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
