Nature of Requirement Junior Strategic Learning Advisor Solicitation: W2037-150097/A Contracting Authority: Steven Kynock, Contracts Officer Telephone: (506) 422-7075 E-mail: Steven.Kynock@forces.gc.ca ELIGIBLE BIDDERS UNDER THIS BID SOLICITATION This Bid Solicitation is issued against the Learning Services Supply Arrangement (SA), PWGSC File No. E60ZH-070003. All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract. The requirement described herein is open only to PWGSC Learning Services SA Suppliers who have been identified through the CPSS module as meeting the security and regional criteria of the requirement. NOTICE OF PROPOSED PROCUREMENT The Canadian Forces School of Communications and Electronics (CFSCE), part of the Combat Training Centre (CTC) Formation, requires a Junior Strategic Learning Advisor to act as the Joint Training Integrator in order to develop and implement the components of the Joint and Integrated Training Framework. This will entail facilitating and coordinating the program’s development and delivery and assisting in the development of C&E Branch courses that meet the aims of the Line of Operation 2 (LOO2) within the Transformation Framework. Basis of Selection – Highest Rated Within Budget 1. To be declared responsive, a bid must: a. comply with all the requirements of the bid solicitation; b. meet all mandatory technical evaluation criteria; and c. obtain the required minimum of 50 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 84 points 2. Bids not meeting (a) or (b) or (c) will be declared non responsive. The responsive bid with the highest number of points will be recommended for award of a contract, provided that the total evaluated price does not exceed the budget available for this requirement. Security Requirements 1. Before award of a contract, the following conditions must be met: a) the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses; b) the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses; c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites; 2. Bidders are reminded to obtain the required security clearance promptly. Any delay in the award of a contract to allow the successful bidder to obtain the required clearance will be at the entire discretion of the Contracting Authority. 3.
