    IE1206C1 – CONSTRUCTION OF A MEDICAL AND DENTAL CLINIC 
    ST-JEAN GARRISON, QUEBEC
     (WITH SECURITY REQUIREMENTS)
    
    PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
    This is not a bid solicitation.  This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-trades an opportunity to apply for security clearances.  Note that there is no guarantee that this project will proceed. 
    
    DESCRIPTION OF THE PROJECT
    This project requires the construction of a medical and dental clinic, located at the St-Jean Garrison, of approximately 7,200 m2 area. The facilities will be built to meet the Silver LEED standard.
    
    DESCRIPTION OF THE SERVICES 
    The contractor will be required to build the facilities, including all construction site, commissioning and trial work required for user delivery.  
    The estimated value for this project is above $25, 000, 000.
    It is anticipated that this procurement will be initiated in the summer of 2015. This date is conditional on the project receiving approval to proceed by the DND. 
    
    SECURITY REQUIREMENTS
    For this contract, Contractors and Subcontractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the RELIABILITY level issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 
    The Contractors and Sub-contractors staff will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the RELIABILITY level issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
     
    PROCESS 
    Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP).  This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to March 16, 2015 quoting the following information: 
    
    -	Contract number IE1206C1; and
    -	Level of clearance requested to be sponsored for. 
    
    Contractors that have been sponsored through the ISP, and that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to ISP.Sponsorship@dcc-cdc.gc.ca indicating:
    
    -	Name of the firm
    -	Contact person
    -	Level of clearance previously requested to be sponsored for
    -	Organization number assigned by CISD (if received)
