ADVANCE PROCUREMENT NOTICE INSPECTION, TESTING AND MINOR REPAIR (ITM) ON DND FIRE DETECTION AND SUPPRESSION SYSTEMS VARIOUS LOCATIONS IN NORTHERN CANADA (INUVIK, YELLOWKNIFE, WHITEHORSE, RANKIN INLET, CHURCHILL, IQALUIT) (WITH SECURITY REQUIREMENTS) PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors/sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed. DESCRIPTION OF THE PROJECT DND has the largest inventory of real property requiring fire protection. As a result, there are a significant number of fire detection systems, suppression systems, fire booster pumps and fire pumps that need to be inspected, tested and repaired on an ongoing basis to ensure the safety of personnel and the protection of real property in support of the Department’s mandate and mission. DESCRIPTION OF THE SERVICES The Contractor will be responsible for the inspection, testing, and minor repair (ITM) of fire detection and suppression systems of all identified buildings and their associated infrastructure within the defined property limits in a manner and to a standard that will not cause the fire detection and suppression systems to deteriorate beyond normal wear and tear throughout the contract term. The Contractor will also be responsible for the data collection and verification of all fire protection systems and devices while performing system inspections and provide the data/reports to DCC for updating an electronic database. The estimated cost for this opportunity is in the order of $1,000,000 per year. The intent is to have a three (3) year contract with two (2) possible one (1) year extensions for a total opportunity of five (5) years. It is anticipated that this procurement will be initiated in the spring of 2016. This is conditional on the project receiving approval to proceed by DND. SECURITY REQUIREMENTS Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). Sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC) The Contractor personnel requiring access to sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABILITY STATUS or SECRET, as required, granted or approved by CISD/PWGSC PROCESS Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to March 24, 2015 quoting the following information: - Contract number NORTH01; and - Level of clearance requested to be sponsored for.
