This RFP is only for pre-qualified Suppliers for Stream 8 Recipient/Contribution against Professional Audit Support Services (PASS) Supply Arrangement (E60ZG-060004/G) DESCRIPTION OF REQUIREMENT: The work will be performed under Work Stream 8: Recipient/Contribution Agreement Audit. The Department of Justice Canada has a requirement for a professional audit service to ensure that all financial recipients amounts claimed are in accordance with the financial contribution agreements and identify adjustment and obtain reasonable assurance that the financial information is free of material misstatement. The following Categories of resources will be required: - Partner / Managing Director - Project Manager / Leader - Senior Auditor The Contractor must perform the following, but not limited to: • Examine relevant documentation collected from Justice Canada prior to the fieldwork on Recipient’s premises; • A pre-audit work will serve to determine the feasibility of financial compliance audits; • If required, meet Justice Canada Financial Advisor and Program Analyst to review the auditor’s understanding of the file, as well as to discuss any potential problems; • Meet the Recipient, communicate electronically directly with the Recipient or go on the website of the entity and obtain an overall understanding of the entity (ex. signatories, composition of the Board of Directors and rules); • Determine whether the expenditures claimed are in accordance with the financial terms and conditions of the Agreement; • A general examination of the Recipient’s accounting system in order to verify the accuracy and reliability of financial information; • A general examination of the Recipient’s accounting procedures, internal control in order to verify that transactions are properly documented, and that appropriate controls are in place to monitor spending; • Examine the Recipient’s accounting records and other supporting documentation to determine: - if all the revenue received from Justice Canada under the Contribution Agreements has been properly recorded and deposited into the recipient’s bank account, - the amount of other revenues received by the recipient in relation to the services and programs under review, if applicable, and whether all such revenues have been recorded and deposited into the recipient’s bank account; DURATION OF CONTRACT The Work is to be performed during the period of Contract award up to March 31, 2016 with a possibility to extend the term of the Contract by up to four (4) additional one (1) year period(s). EVALUATION PROCESS AND SELECTION METHODOLOGY A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. SECURITY REQUIREMENTS SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PWGSC FILE # COMMON-PS-SRCL#6 The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The Contractor personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC. The Contractor MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Contractor must ensure that its personnel are made aware of and comply with this restriction. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. The Contractor must comply with the provisions of the: a) Security Requirements Check List and security guide (if applicable), attached at Annex C; b) Industrial Security Manual (Latest Edition).
