    ADVANCE CONTRACT AWARD NOTICE  (ACAN)
    
    
    1.	Definition
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor.  If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met.  Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
    
    If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
    
    2.	Definition of Requirements
    
    The CanmetEnergy building in Varennes (offices of Natural Resources Canada) is equipped with DeltaControls controls. An update to the system is required in order to ensure a reliable functional system.  The work to be performed shall include, but is not limited to: 
    
    •	Update  control panel firmware and software to DeltaControls Version V3.40
    •	Replacing existing DCU050 controllers by ‘ DELTA EBCON version 3.4'compatible controllers with update version
    •	Updating lighting controls variable  into orcaview and orcaweb graphics
    •	Installation of a functional control station emulator
    •	Addition of 4  temperature sensors  on return heating loops
    •	Converting of 7 computer security keys (parallel port to USB port) for the building operating software 'delta Controls' 
    
    
    3.	Trade Agreements
    
    	Following exceptions apply to the International Fair Trade agreements:
    
    NAFTA : Part IV, chap.10, art. 1016 2 d), 
    AIT : Chap.5, art. 506 12 a)
    Chili : Part III, chap. K art.09 1-b-c
    Columbia : Chap. 14, art.1409 1-b.ii, c
    	Panama : Chap. 16, art. 16.10, 1-b.ii
    
    
     
    4.	Contract Period
    
    From contract award date to March 31, 2015.
    
    5.	Estimated Cost
    
    Estimated cost for this contract is 96,000.00$, applicable taxes extra.
    
    6.	Exception to the Government Contracts Regulations and applicable trade agreements
    
    Part 1, Section 6 (d) of the Government Contract Regulations.
    Regulvar inc. is the exclusive authorized supplier of Delta Controls (Delta Partner) in Quebec Province. It’s therefore the only supplier that can proceed the required update.

The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements."

    Deadline to send a Statement of Capabilities is March 4th 2015 at 2pm, Eastern Standard Time.
