ADVANCE PROCUREMENT NOTICE C.000848 – ST-HUBERT DETACHMENT, CONSTRUCTION OF A NEW ARMOURY ST-HUBERT (QC) (WITH SECURITY REQUIREMENTS) PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-contractors with an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed. DESCRIPTION OF THE PROJECT This project is for the construction of a new Armory, with an approximate surface area of 8,825 square meters, the renovation of a building with an approximate surface area of 880 square meters and the demolition of a shed with an approximate surface area of 5,415 square meters. The construction of the new Armory will be made in order to meet the LEED silver standard requirements. DESCRIPTION OF THE SERVICES The contractor will be required to build the facilities, including all construction site work, commissioning and trials required for delivery to user, to renovate the building and to demolish a shed. The estimated value for this project is above $25 M. It is anticipated that this procurement will be initiated in spring or summer 2015. This is conditional on the project receiving approval to proceed by DND. SECURITY REQUIREMENTS Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). PROCESS Contractor that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to March 30th, 2015 quoting the following information: - Contract number C.000848; and - Level of clearance requested to be sponsored for.
