ADVANCE PROCUREMENT NOTICE CONSTRUCTION OF A NEW BUILDING FOR THE EXPLOSIVE ORDNANCE DISPOSAL SQUADRON AND CONSTRUCTION OF A NEW CLIMATE-CONTROLLED INDOOR VEHICLE GARAGE 5TH CANADIAN DIVISION SUPPORT BASE GAGETOWN, NB (WITH SECURITY REQUIREMENTS) PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed. DESCRIPTION OF THE PROJECT Construction of a new 3,889 m2 building for the Explosive Ordnance Disposal Squadron to accommodate the administrative, instructional, and climate-controlled warehouse spaces. The controlled warehouse area will include workshop space, a x-ray radiographic facility, and storage areas for operational and logistical stock, such as spare parts for the specialty equipment. The project will also include the construction of a new 1,114 m2 climate-controlled indoor vehicle garage to house and provide training opportunities on the Expedient Route Opening Capability vehicles. DESCRIPTION OF THE SERVICES The services include the development of an exterior area to provide parking for military and personal vehicles, sea containers and trailers to store spare vehicle parts, to provide fencing for an entry-level training area, to create five live-practice training area, to improve range facilities by upgrading the bunkers, and upgrading the road for access to the live-practice training sites. Services also include the renovation of Building LW4 in order to provide sufficient administrative and instructional space for the Expedient Route Opening Capability Section, the renovation of Building LW6 (678 m2) by installing insulation and a heating, ventilation and air conditioning system (winterization) in order to provide additional indoor storage and maximize training opportunities during Canadian winters and to provide concrete road surface, asphalt road surface and a gravel road for Expedient Route Opening Capability training. The project estimated cost is in the order of $22,700,000. It is anticipated that this procurement will be initiated in September 2015. This is conditional on the project receiving approval to proceed by the DND. SECURITY REQUIREMENTS Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). Sub-contractors will be required to hold a valid RELIABILITY STATUS granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). PROCESS Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to April 9, 2015 quoting the following information: - Contract number C.001493; and - Level of clearance requested to be sponsored for.
