Pan-Canadian Physician Resource Planning Tool

Solutions-Based Informatics Professional Services (SBIPS) Requirement

The objectives of the requirement are to obtain the services of a Contractor to work in collaboration with the Project Authority in the development and implementation of a pan-Canadian supply-based physician resource planning tool and user interface and in the preparation of an assessment report for the development and integration of a needs-based tool in an anticipated future phase of work. These tools will assist key decision makers in national health human resources planning, and, in turn, promote greater efficiencies within the healthcare system and better meet the healthcare needs of Canadians. This Contract will potentially lead to additional work in which a needs-based pan-Canadian physician resource planning tool will be developed and implemented, pending the approval of the F/P/T Conference of Deputy Ministers of Health (CDM). 
The following is a brief description of the key tasks required during the initial contract period (1 year). The successful bidder will be required to: 
• consult with experts in advance of developing a pan-Canadian supply-based physician resource planning tool with scenario planning capabilities;  
• prepare a proposed methodology for the development of a supply-based physician resource planning tool; 
• conduct webinars to present and obtain feedback on the proposed methodology; 
• develop the tool; 
• present the tool and outputs to the Project Authority and end users; refine the tool based on feedback; 
• create a restricted access web-enabled user interface for the supply tool; 
• produce a supply tool report including documentation of all activities pertaining to the development and implementation of the supply tool (consultation and development process; methodologies; technical specifications; outputs; user manual) 
• provide professional services for a two-day Technical Workshop, including planning of documents (agenda and materials), facilitation, and note-making/report-writing. Please note: logistics will be undertaken and paid for by the Project Authority; 
• consult with experts at the Technical Workshop to inform development of an assessment report for a pan-Canadian needs-based physician resource planning tool with scenario planning capabilities; and,  
• prepare an assessment report for the development and integration of a needs-based tool, including identification of broad parameters; identification of relevant data elements/datasets/possible data
