ADVANCE PROCUREMENT NOTICE NEW MAINTENANCE, TRANSPORTATION, AND SUPPLY FACILITY CFB KINGSTON, ONTARIO (WITH SECURITY REQUIREMENTS) PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed. DESCRIPTION OF THE PROJECT This project is the construction of a new building for maintenance, transportation and supply in support of the Integrated Logistics Section at Canadian Forces Base Kingston. The total floor area is estimated at 9910 square meters. The project includes a paved parking lot for employees and visitors, a fenced gravel compound for storage of military vehicles, and an unheated storage building to be constructed within the compound. DESCRIPTION OF THE SERVICES A General Contractor is required to construct the facility from a complete set of drawings and specifications. The scope of construction includes all site-works, building construction, commissioning and testing required for Owner beneficial occupancy. Overall project value is estimated at $20,000,000.00. The tender is expected to be advertised in the summer of 2015, using a stipulated sum/low bid format. This is conditional on the project receiving approval to proceed by the DND. SECURITY REQUIREMENTS Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). Personnel entering the work site will be required to hold a valid Reliability Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). PROCESS Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to April 13, 2015 quoting the following information: - Contract number C.000443; and - Level of clearance requested to be sponsored for.
