    ADVANCE CONTRACT AWARD NOTICE  (ACAN)
    
    
    1.	Definition
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor.  If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met.  Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
    
    If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
    
    2.	Definition of Requirements
    
    	The Industrial Programs Division (IPD) requires the services of a resource to maintain the high standard of the data, analysis and information available in its publications received from data collected by Statistics Canada.
    	
    •	Background:
    	The Canadian Industry Program for Energy Conservation (CIPEC) is an industry-government partnership that is committed to promoting and encouraging energy efficiency improvements and reductions in greenhouse gas (GHG) emissions through voluntary action across Canada’s industrial sectors.  Sponsored by Natural Resources Canada (NRCan), CIPEC is made up of an Executive Board, 27 sector Task Forces that involve more than 50 trade associations representing over 5000 companies.
    	Through NRCan’s Office of Energy Efficiency (OEE), CIPEC provides technical guidebooks, newsletters on the latest energy efficiency information from NRCan and industry, and opportunities to network with other industrial energy managers.  CIPEC also encourages companies to sign up as CIPEC Leaders and make company-level commitment to energy efficiency improvements and GHG reductions.     •	Objective:
    As a part of its mandate to provide accurate and reliable information to industrial companies, the Industrial Program Division (IPD) uses data collected by Statistics Canada (STC) through the Industrial Consumption of Energy (ICE) survey and the Report on Energy Supply and Demand to prepare material and analysis about energy consumption trends and energy performance.  Due to the methodology and schedule associated with the ICE survey undertaken by Statistics Canada, it is crucial that person(s) knowledgeable about industrial data provide insight and recommend improvements to the quality of the data collected.  In order to improve the quality and reliability of these data, IPD would like to receive proposals to maintain the high standard of data, analysis and information available in its publications.
    •	Tasks and Deliverables:
    
    The Contractor shall be responsible for, but not limited to, the following tasks and deliverables:
    
    1.	Receive and review, from STC, the updated 2010 data set and the most recent 2011 data set.
    2.	Analyse and critique the data based on:
    
    •	Historic releases of the data (the context)
    •	Production in the industry/manufacturing sectors (the relationship)
    •	Intensity issues resulting from the release of the new data (the impact)
    •	Review by fuel type by sector of energy data related to each sector in both 3-digit and 6-digit NAICS codes (the details)
    3.	Generate a review document for STC on behalf of NRCan’s OEE/IPD.  The document could be shared with NRCan under their confidentiality agreement with STC.
    4.	Correspondence with STC on data issues brought to light as a result of the analysis.
    5.	Participation in CIPEC’s annual “Data Day”, as a third party reviewer.
    6.	Review of the “final” energy data dispensation.
    7.	Review of other inputs to the database, reflecting production and GHG emissions.
    8.	Develop the protocol for updating the database and maintaining the internet software to provide both secure and reliable access to the data.
    9.	Review production data in association with energy data received from STC:
    	a)	Physical and economic production data
    	b)	Analysis of intensities related to physical and economic production data
    	c)	Impact on GHG emissions
    10.	When data are updated by STC, the online data are updated and maintained to reflect these changes.
    11.	Develop software to assure security and accessibility including housing the database and query software on the Contractor’s computers.
    
    •	Contractor’s Obligations
    
    The Contractor shall be responsible for, but not limited to, the following:
    
    •	Sign a Confidentiality Agreement with STC
    •	Keep all documents and proprietary information confidential
    •	Attend meetings with stakeholders, if necessary
    •	Participate in teleconferences, as needed
    •	Attend meetings at NRCan sites, if required
    
    Industrial Transportation Division’s (IPD) Responsibilities
    
    •	Provide contact information, when required
    •	Liaise with CIPEC, industrial companies or industry associations, when required
    •	Plan and coordinate CIPEC “data day”
    
    3.	Trade Agreements
    
    There is no trade agreement impacted with this contract.
    
    
     
    4.	Title to Intellectual property 
    
    The contract will not result in the development of any intellectual property
    
    5.	Contract Period
    
    The contract period will be from Contract Award to March31, 2016. 
    The Contractor grants to Canada the irrevocable option to extend the term of the Contract by one (1) additional one (1) year option period under the same terms and conditions. Canada may exercise this option at any time by sending a notice to the Contractor prior to the Contract expiry date.
    
    6.	Estimated Cost
    
    The estimated maximum value for this contract is $70,000.00 tax exempt. 
    
    7.	Exception to the Government Contracts Regulations and applicable trade agreements
    
    (d)	Only one person or firm is capable of performing this contract.
    For example: The vendor’s data base is the only database that has data from the Canadian Industry Program for Energy Conservation (CIPEC) an industry-government partnership of over 50 trade associations representing over 5000 companies in Canada and data collected by Statistic Canada (STC) through the Industrial Consumption of Energy (ICE) survey and the Report on Energy Supply and Demand.
    Natural Resources Canada requires that the data base be representative to that extent.

The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements."
    
    10.	Closing Date
    
    The closing date for a submission of a Statement of Capabilities is March 18, 2015 at 14:00 Mountain Standard Time.
