Description
ACAN 14-22136 Development of Technical Guide for Evaluation of Canadian cross Laminated Timber Panels . An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract. Description of the work The scope of work shall include: General This contract is being issued to compile all relevant testing and analysis to provide (i) the qualification criteria for innovative CLT panels and (ii) design provisions for structural, fastening capacities, fire and serviceability requirements to produce a CCMC Technical Guide and evaluation of Canadian cross-laminated timber (CLT) panels. The Guide will subsequently be used by CCMC for the evaluation of proprietary Canadian CLT panels complying with ANSI/APA PRG 320-2012 and innovative CLT panels outside the scope of this ANSI standard. The Guide will address the structural qualification, fastening capacities, durability, fire and serviceability of the panels. The CLT client-specific CCMC Evaluation Report to be published will present the design provisions to be used by the designer following the reliability-based principles of CSA O86 for engineering design in wood in limit states design and where applicable ANSI/APA PRG 320-2012. Specific Scope of Work The scope of work shall include: 1. Development of guidelines for evaluating the mechanical properties and development of qualification criteria: The technical guide for evaluating the structural and physical properties of innovative Canadian-lumber grade CLT products will use ANSI/APA PRG 320-2012: Standard for Performance-Rated Cross-Laminated Timber as benchmark, with special consideration for specific product properties that may not be captured in the standard due to some proprietary nature. For example, those products may not be in conformance with PRG 320 CLT standard requirements in terms of lamina type, lamina orientation, grade, thickness, adhesive type, etc. and performance is expected to be different. Therefore, additional analysis and/or laboratory assessment targeting performance criteria may need to be developed and specified in the TG. Testing methods and performance criteria shall be specific to these products or family of products with potentially similar components and configuration/lay-up. 2. Development of guidelines for evaluation of the fastening properties: ANSI/PRG 320-12 CLT standard does not provide any guidance on how to establish the fastening capacity in CLT products. The CCMC technical guide would require establishing fastening capacities in such products in a similar fashion as to that specified in other CCMC technical guides. A qualification approach for fasteners shall be developed based on conventional/generic fasteners specified in CSA O86. Qualification testing will be based on ASTM D5456 - 14 Standard Specification for Evaluation of Structural Composite Lumber Products. 3. Development of design provisions: Due to the lack of current design provisions for CLT in the Canadian Wood Design Standard (CSA O86), it is proposed to develop design provisions to assist designers using Canadian CLT products in Canada. The proposed CCMC Technical Guide shall cover the following aspects of design: Structural Design • Bending resistance of CLT plates; • CLT under axial load (wall applications); • Connections design using conventional fasteners (as per CSA O86); • CLT as a lateral load resistance system (LLRS). • Strength reducing factors for CLT structural elements as per CSA O86 provisions. Serviceability • Provide design methodology and criteria for controlling floor vibrations; • Develop and provide design solutions for sound insulation in CLT assemblies. Fire Develop a calculation methodology to determine the fire resistance of CLT assemblies. The contractor shall have an in-depth knowledge of the development of the following Standards and Codes for engineered wood products and reliability-based design and preferably be an active Committee member: • CSA O86, Engineering Design in Wood; • CSA O112.9, O112.10 – Adhesives; • ANSI/APA PRG320 • National Building Code of Canada- Part 4 Structural Committee • National Building Code of Canada- Part 9 Small Buildings; • Accredited to conduct tests in the domain of structural testing (small-scale/full-scale) The level of effort for this contract is valued at $60,0000.00 (plus HST),for a period of 6 months.
