    Solutions-Based Informatics and Professional Services (SBIPS) Requirement
    
    This requirement is for the Canadian Nuclear Safety Commission.
    
    This requirement is open only to those Supply Arrangement Holders who qualified under the following SBIPS Domain of Expertise:
    
    	5. Information Management/Business Intelligence
    
    The following SA Holders have been invited to submit a proposal.

    Description of the requirement:
    Objective
    The Project Management Office Division (PMOD) of IMTD requires professional services of a team of CA PPM certified professionals, on an as required basis, to gather, analyze, model and document the business, functional and the non-functional PMOD PPM requirements; and to install, configure, implement, and provide end user and technical staff training on the CA PPM solution. 
    Scope 
    The Project Management Office Division (PMOD) will implement CA PPM to meet their project and portfolio management needs.  Implementation of the CA PPM tool is expected to assist and facilitate:
    •	Portfolio management & investment planning  
    •	Program & project planning and management 
    •	Enterprise master scheduling
    •	Resource demand/capacity management
    •	Project budgeting
    •	Reporting and dashboards
    The scope of the contract will include but will not be limited to the following:
    1- Current state analysis and initial planning. The outcome of this activity will validate and detail out the implementation plan and deliverables.
    
    2- Business requirements gathering and detailed project planning for a phased implementation of CA PPM for PMOD (about 10 users) and remaining IMTD users (about 65 users). The project implementation plan provided by the contractor will include the Work Breakdown Structure, Level of Effort, schedule, stakeholder engagement plan, and input to the overall project management plan). There will be a walkthrough of the work completed in each phase by the contractor for IMTD management to obtain their approval before proceeding to the next phase.
    
    3- Installation, configuration, testing and deployment of CA PPM according to the plan.
    
    4- Technical and end-user training. 
    
    5- A roadmap / implementation plan for future phases (implementation and deployment to other CNSC stakeholders – about 125 users).
    
    6- Sustainment plan (CONOPS a.k.a concept of support and operations).
    
    7- Documentation (including user manual, installation guide, training material, etc.).
    
    8- Regular status reports.
    Technical Environment
    CA PPM will be installed in a Shared Services Canada (SSC) environment (MS Windows Server and VMWare), Oracle Server and will be accessed from CNSC workstations running MS Windows 7 (64 bit) and Internet Explorer 10. There will be distinct environments involved for development, Quality Assurance, staging (for User Acceptance Testing), and production.
    General Tasks and Deliverables
    
    The general tasks and their associated deliverables are outlined below.  The specific tasks are subject to approval under the task authorization terms of the contract. The contractor will be responsible for providing leadership and oversight of the contractor’s team in fulfilling the tasks and deliverables identified in this SOW and the corresponding Task Authorizations.
    
    1- Installation
        
       Tasks:
    •	Install the CA PPM product and components on CNSC/SSC infrastructure (which include the following as a minimum):
    a.	CA PPM latest version
    b.	Desktop scheduler connector (for interface with MS Project) and
    c.	Business objects for reporting purposes.
    •	Provide guidance to the project team in environment.
    •	With the support of the project team install the CA PPM product and components as described above in the CNSC/SSC environment and ensure that patches, hot fixes and other upgrade tasks are performed as required.
    •	Configure CA PPM for secure CNSC user access.
    •	Ensure the reporting capability is fully operational with out-of-the-box reports.
    •	Transfer knowledge of the installation and basic maintenance to the system administrator in English.
       
        Deliverables:
    •	Installation guide / instructions
    •	Fully functional CA PPM product in English and French in the corresponding environment(s) based on the implementation phase (development, QA, staging, prod)
    
    2- Detailed Business and Functional Requirements
          
        Tasks:
    •	Document CNSC business and functional requirements 
    •	Write business use cases / user stories / business scenarios
    •	Perform fit-gap analysis with respect to CNSC needs and CA PPM out-of-the-box functionality
    
        Deliverables:
    •	Business and functional requirements
    •	Process overview diagram 
    •	Gap analysis reports
    •	Information requirements, flow diagrams
    •	Business use cases / user stories / business scenarios
    •	Supporting requirements (non-functional requirements)
    
    3- Configuration
    
         Tasks:
    •	Configure CA PPM according to the plan and transfer configuration knowledge to CNSC resources.
    •	Provide a governance framework for monitoring and decision-making for approved projects.
    •	Provide the capability to generate reports and dashboards.
    
          Deliverables:
    •	Developed, tested and configured CA PPM based on CNSC requirements and project plan.
    •	Test cases for QA and Unit Acceptance Testing (UAT).
    
    4- Training
    
         Tasks:
    •	Define training approach and strategy
    •	Provide training material for both technical and end users
    
         Deliverables:
    •	Training sessions 
    •	Training material
    
    5- Data Migration
         
         Tasks:
    •	Review sources of data (excel spreadsheets, database for MS Project, etc.) to be migrated.
    •	Develop data migration strategy / plan / procedure.
    •	Train CNSC staff on the migration procedure.
    •	Migrate/transfer project information identified by PMOD.
          
         Deliverables:
    •	Successful migration of the project information into CA PPM
    •	Procedure and training for migrating existing project information into CA PPM
    •	
    
    
    Security requirement at bid closing: 
    
    Resource(s) must be cleared to Secret. Company must hold a valid FSC at the level of Secret, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
