    CONSTRUCTION SERVICES, A/B JETTY RECAPITALIZATION PROJECT

    PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
    This is not a bid solicitation.  This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances.  Note that there is no guarantee that this project will proceed. 
    DESCRIPTION OF THE PROJECT
    The A/B Jetty Recapitalization Project is planned to be divided into two (2) or more contracts. Work includes demolition of the existing “A” and “B” Jetties, associated utilities and cranes,  dredging/excavation and disposal of seabed sediments and soils, as well as blasting and rock removal both in the marine environment and on land. New construction includes building the two new Jetties, extending the Utility Corridor and services therein, and other foreshore works. The replacement of the two jetties and their associated infrastructure will be done sequentially.
    DESCRIPTION OF THE SERVICES 
    Complete demolition and construction services will be required for this project. 
    The first work items will include demolition of the existing B Jetty and associated utilities and crane, as well as dredging of seabed sediments, blasting and rock removal both in the marine environment and on land, extending the Utility Corridor, and other foreshore works. The cost for this work is in the order of $57,000,000. It is anticipated that the procurement for this work will be initiated in early 2016, and is conditional on the project receiving approval to proceed from DND. Some of the seabed dredging work might be done separately, commencing at an earlier date.
    Further information related to future work will be provided at a later date.
    SECURITY REQUIREMENTS
    Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 
    Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    Process
    Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP).  This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.  Contractors are asked to submit their request prior to April 22, 2015 quoting the following information:
    -	Contract number IE 12347D, and
    -	Level of clearance requested to be sponsored for. 
    
    Contractors that have been sponsored through the ISP that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to Michael Morris indicating:
    -	Name of the firm
    -	Contact person
    -	Level of clearance previously requested to be sponsored for
    -	Organization number assigned by CISD (if received)
