ADVANCE CONTRACT AWARD NOTICE (ACAN) 1. Definition An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities. If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. 2. Definition of Requirements Since 1999, GeoConnections, a national partnership program led by Natural Resources Canada (NRCan), has led the Canadian geomatics industry in the advancement and adoption of geographic information standards for the Canadian Geospatial Data Infrastructure (CGDI). GeoConnections’ longstanding role in coordinating geographic information standards in Canada has helped the Canadian geomatics community to make powerful use of the CGDI. The Open Geospatial Consortium Inc. (hereafter called OGC) is an international organization of over 500 private companies, government agencies, non-for-profit organizations, universities and individuals that serve as a collaborative forum for developers and users of geospatial data. Its mandate is to advance the development and implementation of open standards for geospatial content and data sharing. While another group within ISO develops standards related to geomatic, OGC is the only one specifically dedicated to develop standards for geospatial Web services, their implementation, and the data encoding in Web formats. Access to these standards and associated resources (documentation, IT resources and more) are essentials to NRCan mandate. The Technical and Planning Committees meeting gather experts to further develop a growing number of specifications, or standards, to serve specific needs for geospatial interoperability and associated technologies. This is critical in an era of newly emerging data streams, from for example, in-situ sensors, underground infrastructure, and unmanned aerial vehicles. Both the OGC Technical and Planning Committees will be meeting. The Technical Committee reviews, discusses, and takes action on the development of OGC specifications with resolutions taken during the final plenary meeting. After the Technical Committee plenary there is a one day OGC Planning Committee to review and discuss the strategic affairs of OGC. GeoConnections now has a requirement to renew its membership to the Open Geospatial Consortium Inc. (hereafter called OGC) for the period of 2015-2018 3. Trade Agreements Following exceptions apply to the International Fair Trade agreements: NAFTA : Part IV, chap.10, art. 1016 2 d), AIT : Chap.5, art. 506 12 a) Chili : Part III, chap. K art.09 1-b-c Columbia : Chap. 14, art.1409 1-b.ii, c Panama : Chap. 16, art. 16.10, 1-b.ii 4. Contract Period This contract is for three years, from April 1st, 2015 to March 31st, 2018. 5. Estimated Cost Estimated cost for this contract is 165,000.00 USD, applicable taxes extra. This is for one firm year and two optional years at 55,000.00 USD each. 6. Exception to the Government Contracts Regulations and applicable trade agreements Part 1, Section 6 (d) of the Government Contract Regulations. Proposed supplier is the only organisation that develops and implements Geospatial international standards which are known as OGC standards. 7. Inquiries on Submission of Statement of Capabilities Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, preferably by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements. In order to submit a Statement of Capabilities, a supplier must comply with the following minimum requirements: • Develop OGC standards for geospatial Web services, their implementation, and the data encoding in Web formats. • Have the ownership and right to use IP of all the standard documents 9. Closing Date Deadline to send a Statement of Capabilities is March 30 2015 at 2pm, Eastern Daylight Savings Time. 10.
