RFI - Cost for key ship requirements for the Canadian Surface Combatant

Solicitation number W847S-CostingCSC001

Publication date

Closing date and time 2015/06/30 14:00 EDT

    Description
    Canada has contracted Irving Shipbuilding (ISI) and its sub-contractor, A.T. Kearney to provide a report on the cost to deliver key ship requirements in support of the Canadian Surface Combatant (CSC) project. The information will be used to provide Canada with a Qualitative Analysis Report detailing the relationship between the draft requirements and the feasibility and affordability of delivering a solution that achieves full mission performance.

    To incorporate the most up to date information possible, A.T. Kearney will be contacting firms, via a request for information, to solicit cost and technical data for systems and sub-systems which may meet the current draft technical requirements for CSC. Information provided will be aggregated to estimate the cost of the requirements, not to evaluate potential vendors. A.T. Kearney will follow up with more specific details about the items they would like to discuss. The systems and sub-systems being considered for inclusion in the report, at this point in time, include:

    1. Propulsion System
    2. Power Generation / Distribution System
    3. Integrated Platform Management System
    4. Combat Management System
    5. Weapons and Sensors

    In addition, information may also be requested regarding the following roles:

    6. Combat System Integrator
    7. Warship Designer

    If your firm would like to provide cost and technical data for inclusion in this exercise, please contact
    Rajan Singh (email: rajan.singh@atkearneypsds.com; phone: 703-247-8962) to discuss the detailed request for data.

    Vendors are to note the following:

    a. Providing a response to A.T. Kearney is not a procurement activity nor is it a prerequisite for responding to any formal solicitation which may be issued by Canada;
    b. Vendor supplied information will be used by ISI and A.T. Kearney to provide a report to Canada;
    c. Participants will not be reimbursed for costs arising from providing information to ISI or A.T. Kearney;
    d. The participant is advised that while your response may make reference to information that is designated as Controlled Goods or information that is controlled by the International Traffic in Arms Regulations (ITAR), the actual response sent to A.T. Kearney must not contain any such material. Respondents are to identify if the potential solution is subject to Controlled Goods or ITAR regulations; and
    e. No information is to be provided directly to Canada as a result of this Notice.

    Canada appreciates your time and effort in preparing your response to A.T. Kearney.

    Yours truly,
