Defence Construction Canada – Request for Abbreviated Proposals for:
CD201401-SOA, Facility Condition Assessment Consultant Services, Various Locations across Canada:

Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Standing Offer Agreement to provide on a call up basis professional services specific to Department of National Defence (DND) requirements at locations across Canada.

DND is currently undertaking a condition assessment of buildings and other Real Property Assets across all Canadian Forces Bases, Wings and facilities in all Provinces and Territories across Canada.  The current DND real property portfolio is comprised of various form and function and was constructed in the mid 1800’s.  The estimated amount of area to be assessed is 7.3 million m2.

The objective of this RFSOA is to select one (1) firm, who will sign a Standing Offer Agreement (SOA) with DCC to provide services on a call up basis to a maximum estimated initial value of $11,500,000, for a period of three (3) years from the date of award.

Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposals.  The criteria relate to previous achievements and experience, as well as technical and managerial expertise.  The objective of this Request for Abbreviated Proposals is to select the proponent with the highest total score.

This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
