ADVANCE PROCUREMENT NOTICE
PROJECT HQ000819- HANGAR’S DESIGN AND CONSTRUCTION 
ALOUETTE (QC)
(WITH SECURITY REQUIREMENTS)


PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
This is not a bid solicitation. This is an advance notice of a project with security requirements to provide interested contractors/consultants an opportunity to apply for security clearances. Note that there is no guarantee that the project will proceed. 

PROJECT DESCRIPTION 
The work in this project, may include, but is not necessarily limited to, the design and construction of a 7000 m2 hangar. The facility will include offices and warehouse space for aircraft.  

SERVICES DESCRIPTION
The contractor/consultant will have to design and build the facility, including all civil work, commissioning and tests required for the building usage by the owner. 

The estimated construction value is approximately $ 40 M.

It is anticipated that this procurement will be initiated at the end of spring 2016. This is conditional on the project receiving approval to proceed by DND.
 

SECURITY REQUIREMENTS

For this contract, the Contractor/consultant and sub-contractors must, at all times during the performance of the Contract, hold a valid Facility Security Clearance at the level of SECRET, with approved Document Safe-guarding capability at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

The Contractor/consultant personnel and sub-contractors requiring access to CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid SECRET clearance, as required, granted or approved by CISD/PWGSC.

PROCESS

Contractor/Consultant that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. 
The contractors/consultants shall submit requests before July 14th 2015, and refer to the following information in the request.

-	Project number HQ000819; 
-	Requested Security level. 

The contractor/consultant that has been sponsored by the ISP, is in the process of receiving the security clearance or is interested in submitting a bid for this procurement shall send an email to ISP.Sponsorship@dcc-cdc.gc.ca, indicating the following items:
-	Firm name
-	Contact name
-	Security level previously requested for the sponsorship 
-	Organization number assigned by CISD (if received)
