Description
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Definition of the requirement The Royal Canadian Mounted Police (RCMP) and the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) have a requirement for a contract with a print media outlet that issues newspapers and offers a full-service media distribution network across British Columbia to facilitate the distribution of the 2015 CFSEU-BC Community Report to as many households as possible. Criteria for assessment of the Statement of Capabilities Any interested supplier must demonstrate by way of a statement of capabilities that it can provide the following: • Supply a graphic designer to design and layout the Community Report in consultation with the CFSEU-BC Project Co-ordinator and Assistant Co-ordinator; • Produce a digital version of the Community Report in full colour; • Host the digital version of the Community Report on a stand-alone website devoted to the Community Report and drive readers to the website through a digital and print ad campaign across their British Columbia media network; • Produce the Community Report in a printable PDF format in full colour; • Conduct an extensive print ad campaign across their British Columbia media network to promote the Community Report over at least a three week lead up period; • Assign a reporter or reporters to write feature stories about the Community Report to generate public interest in the Community Report; • Print hardcopies of the Community Report for CFSEU-BC (full colour) staff and to be used as hand-outs at community outreach/public safety events; • Enhance the effectiveness and reach of the Community Report by conducting a social media amplification campaign; • Create and publish a virtual flip-book on the vendors publication shelf; • Link all appropriate content contained in the Community Report to the appropriate agencies (e.g. tip lines, websites, academic research, etc.) Justification for the Pre-Identified Supplier CESEU-BC and the RCMP want to award this contract on a sole source basis to the pre-Identified supplier because the vendor has the largest distribution reach of any community newspaper chain in British Columbia. A Vendor with a smaller distribution reach would significantly reduce the impact and integrity of the report and will not be considered. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". The period of the proposed contract or delivery date The proposed contract is from July 8, 2015 to August 7, 2015 and includes the option to extend the contract by two (2) additional periods of one year each. A cost estimate of the proposed contract The estimated value of the contract is $ 174,046.00 (GST extra).
