1.0 PURPOSE The department of Industry Canada (IC) requires a firm to provide a 3-day and a 1 ½-day Retirement Planning Courses to IC employees and possibly their spouses. The courses will be held in the National Capital Region and in the regions, and will provide knowledge on various issues that pertain to retirement planning. Sessions will be offered based on demand and will be provided in both English and French. It is anticipated that 65% of course instruction will be in English and 35% in French. 2.0 TITLE Retirement Planning Training 3.0 BACKGROUND As of April 1, 2015 the Canada School of Public Service (CSPS) no longer offers pre-retirement courses. Consequently, IC is now solely responsible for helping employees to be prepared for their upcoming retirement. The Corporate Learning Section (CLS), Strategic Human Resources Management Division (SHRMD), Human Resources Branch (HRB), Corporate Management Sector (CMS), IC is responsible for helping employees to be well prepared for their retirement years. It is predicted that over the next ten years, 40% of IC employees will be eligible for retirement. As a result, the demand for this training has been high for the past few years. CLS has offered approximately 16 sessions in the last two years and anticipates this volume to continue or increase. During the 3-day course, IC employees who plan to retire in the next few years learn the main components of a comprehensive retirement plan. There are many aspects to consider when planning for retirement, and many decisions to be made regarding pension entitlements, estate and financial planning, as well as physical and psychological health. The 1 ½-day course for young and mid-career employees will focus on the planning for financial, pension and legal aspects of retirement. 4.0 PROJECT REQUIREMENTS/OBJECTIVES CLS, SHRM, HRB, CMS of IC invites suppliers to submit proposals to provide for the customization, design, preparation and delivery of retirement planning courses. Industry Canada has outlined in Appendix B the information and time allocation for each topic to be covered in the retirement planning seminar. One contract will be awarded, the duration of the contract will be for one year with the option to renew for four additional years. 5.0 SCOPE OF WORK The supplier will be required to customize, design, prepare and deliver retirement planning courses (in both official languages) to groups of up to 35 participants. The successful firm must be able to provide a one hour financial follow up session for each participant within 6 months after the course at a convenient time between the participant and financial planner. The following elements must be covered during the 3-day and 1 ½-day courses and must be presented for the duration identified. See Appendix B for more details: 3-day course - Public Service Pension Plan (½ day) Pay Specialist, Financial Planner - Estate Planning (½ day) (Ontario & Québec): Paralegal, Lawyer - Financial Planning (1 day) Certified Financial Planner, Registered Financial Planner - Health and Nutrition (½ day) Nurse, Dietician, Medical Doctor - Transition and the Psychological Aspects of Retirement (½ day) Psychologist, Psychological associate 1 1/2-day course - Public Service Pension Plan (½ day) Pay Specialist, Financial Planner - Estate Planning (½ day) (Ontario & Quebec): Paralegal, Lawyer - Financial Planning (1 day) Certified Financial Planner, Registered Financial Planner All elements of the program must be presented by qualified professionals in their respective fields who have experience in presenting their subject matter. The supplier will coordinate the hiring and scheduling of the various professionals and a representative of the firm will be present at all sessions. The supplier must provide each participant with a course manual containing complete and up to date information on all elements identified above. The supplier must also provide an evaluation form to each participant and ensure that each presenter is evaluated. At the end of each session, all evaluation forms will be returned to the project authority (CLS). The project authority reserves the right to modify the format of the evaluation form. The supplier must have the resources to deliver the courses in both official languages and to deliver as many as 14 sessions per year. The scheduled dates for course delivery will be determined by the supplier and the project authority. Sessions may be cancelled by the project authority no later than ten working days prior to the anticipated date of delivery without financial penalty.
