The National Capital Commission (NCC) wishes to retain the services of consulting engineering firms to provide electrical and mechanical engineering services on an "as requested" basis under a standing offer agreement. The locations of the sites would be within the National Capital Region in the provinces of Ontario and Québec. The work has been separated into five areas consisting of general services, studies, design development, consultant services during and after construction, and resident engineering services. Electrical and Mechanical consultants will/may work as a member of a multi- disciplinary team (architecture, landscape architecture, structural, civil and geotechnical engineering, industrial design, etc.). Electrical and Mechanical consulting engineering services for NCC are typically related to one or more of the following areas: 1. Energy modeling. 2. Energy Audits. 3. Electrical load summary reports. 4. Monitoring of building systems and operating conditions such as temperature and humidity. 5. Condition assessment studies and reports of existing building systems and equipment - BAS/mechanical/electrical/fire protection /fuel systems and emergency generators, etc. 6. Mapping of building services, that is electrical circuits, etc. 7. “Mothballing" of buildings. 8. Code compliance analysis. 9. Electrical infrastructure for parks, buildings, parkway lighting, etc, including medium and high voltage electrical systems. 10. Irrigation pumping stations. 11. HVAC systems. 12. Building lighting. 13. Sustainable development. 14. Fuel systems and fuel conversions. 15. Fire protection systems. 16. Plumbing systems. 17. Foundation drainage systems, complete with sump pumps, etc. 18. Sewage systems. 19. Building Automation Systems. 20. Commissioning and re-commissioning Some of the work will involve the rehabilitation and/or restoration of buildings and/or of Official Residences which may have heritage designation or value. The latter will require a security level for access for their personnel. The consultant shall be familiar with the workings of the Federal Heritage Buildings Review Office (FHBRO), the Federal Land Use and Design transaction Approval (FLUDA) process, and the implications of their work with respect to the Canadian Environmental Protection Act. There is no site visit scheduled for this RFSO call. To be considered, your proposal must be received no later than 3 p.m. Ottawa time on September 4, 2015 at the National Capital Commission, 3rd Floor Service Centre, 40 Elgin Street in Ottawa, Canada, K1P 1C7, with a reference to tender file #AL1595. Late or faxed bids will not be accepted. There is no public opening for this RFSO call. Enquiries received after that time may result in an answer not being provided. To ensure consistency and quality of the information provided to all Proponents, the Senior Contract Officer shall examine the content of the enquiry and shall decide whether or not to issue an amendment. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of a proposal.
