Field Support Services Project in Tanzania

INVITATION

The Department of Foreign Affairs, Trade and Development of Canada (DFATD) requires the services of a Consultant to implement the Field Support Services Project (FSSP) in Tanzania.

To ensure the effectiveness, efficiency, quality and relevance of Canada’s support in responding to development challenges in Tanzania, DFATD’s Tanzania Program requires access to technical expertise with local knowledge and experience, sector studies and strategies, program-level monitoring, local logistical and administrative assistance, and support for Canada’s donor coordination and aid effectiveness activities. To meet these needs, DFATD has designed the Field Support Services Project (FSSP) to provide required technical, administrative and support services.

The purpose of this notice is to invite formal costed proposals from eligible bidders. On the basis of the formal proposals, one bidder will be invited to negotiate a contract with DFATD for the provision of services. DFATD reserves the right to refuse any or all proposals received. The anticipated contract duration is five (5) years.

WORKING LANGUAGE OF THE PROJECT

The working language for this project is English.

DESCRIPTION OF SERVICES

To help improve the efficiency of program and project work by stakeholders and the impact of Canada’s development program, the Consultant must render administrative, financial, logistical and procurement services in support of the implementation of DFATD’s development programming in Tanzania and in support of Tanzanian and other development stakeholders.

The Consultant will be the overall FSSP manager, administrator and coordinator, bringing together the various resources required to execute the FSSP. The Consultant is responsible for carrying out activities required for the financial and operational administration of the FSSP.

BIDDERS CONFERENCE

A bidder’s conference will be held on September 9th, 2015.

CONSULTANT PROFILE

To meet the requirements of the assignment, DFATD seeks to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Consultant with experience in:

1. Providing services similar to the FSSP (average annual budget of the project, location of the project, number and type of project personnel, and types of services provided in the project).

Proposals should be submitted in accordance with the instructions outlined in the Request for Proposal (RFP) document, which can be obtained on Canada’s Government Electronic Tendering Service (GETS) website at https://buyandsell.gc.ca/. Please note, DFATD will not send out RFPs directly to interested Bidders.
