Notice of Proposed Procurement (NPP)

Summary
The purpose of this RFP is to select a supplier to enter into a contract with the Office of Centre of Learning for International Affairs and Management (CFSD) of the Department of Foreign Affairs, Trade and Development (DFATD) to provide services for the design and delivery of leadership training as described in the Statement of Work – Appendix A attached herein.

The work is to be performed from the contract award date (tentatively set for November 1, 2015) for a period of one (1) year. However, in the event of unusual circumstances, the contract could be awarded at a sooner or later date. There is also the potential of four (4) additional one year option periods under the same terms and conditions.

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).

Security Requirement
At the date of bid closing, the following conditions must be met:
(a)	the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses;
(b)	the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirement as indicated in Part 7 - Resulting Contract Clauses;
(c)	the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites;
