    Description
    The RCMP has a requirement for the supply and delivery of Noise Flash Diversionary Devices to be delivered across Canada.  
    
    The objective of this RFP is to establish an approved (Source List) of pre-qualified Suppliers and Products. 
    Suppliers demonstrating all technical capabilities will be asked to submit samples. Suppliers who pass all 
    Laboratory Testing will be placed on the said Source List.
    
    Delivery of the samples (if requested) will be to Nepean, Ottawa, Ontario Canada. Specific address details will be provided upon sample request. 
    
    Evaluation Process:
    
    Firms must be able to meet all mandatory technical criteria and samples must meet all testing criteria prior to being placed on the Source List.
    
    Source List:
    
    A Source List is a non-binding arrangement between Canada and pre-qualified suppliers that allows departments to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements. The intent of a Source List is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts for the goods described in those bid solicitations.
    
    The Source List is not in itself a contract, but rather a base document that forms part of the future Request for Quotation (RFQ) and resulting contract. 
    
    Once a Source List has been established, the RCMP will compete all requirements to all suppliers who have pre-qualified and are listed on the Source List by issuing a RFQ.
    
    The Source List will remain valid until March 31, 2020. On an annual basis, RCMP will advise Industry of the existence of its Source List on the Government Electronic Tendering Service (BuyandSell.gc.ca).
    
    This requirement is subject to the Agreement on Internal Trade (AIT) - FSC 13, Ammunition and Explosives.
