Current Government of Canada internal Identity, Credential and Access Management (GC ICAM) practices are heavily fragmented into silos, both at departmental boundaries and at service and application boundaries, with limited interoperability between them. Internal GC end users have to deal with numerous credentials resulting in a poor user experience, high administrative overhead and inconsistent security practices. Furthermore, user credential management is often implemented on an individual application basis placing additional burden on the applications and resulting in inconsistent credential management practices. This document is an Invitation to Qualify (ITQ) pertaining to Canada’s initiative to provide GC Internal Centralized Authentication Service (GC ICAS) for SSC’s clients in order to reduce costs and enhance the effectiveness of internal program delivery. The objective of the ITQ is to qualify respondents who have experience in implementing and operating ICAS.
