    Description
    1. Requirement
    Foreign Affairs, Trade and Development Canada is seeking to establish a contract for the provision of food services at the Embassy of Canada in Washington, D.C.  The scope of work will include providing cafeteria and vending machine services during regular business hours, and food catering services on an “as and when requested” basis for functions and events at the Embassy.  The objective of the work is to manage and operate the food services in order to provide the highest quality food services in conformity with best business practices, industry standards and to the specifications detailed in Annex A, Statement of Work, whichever is more stringent.  The food services will be performed on a profit and loss basis, and each service must not subsidize or offset losses incurred, if any, in the other service(s), with no allowance for sub-contracting, except for the vending machine services, with Embassy approval. 
    
    2. Proposed Period of Contract
    The contract award date is tentatively set for on or before February 1, 2016 for a period of two (2) years with the irrevocable option to extend the term of the contract for two (2) additional periods of one year each.
    
    3. Security Requirements
    The successful bidder and its proposed resources will be sponsored by the department to obtain the required security clearances (enhanced reliability status) at award of contract.
    
    4. Mandatory Technical Criteria
    4.1 The Bidder must have acquired a minimum of five (5) consecutive years of experience in providing food services of similar size and scope to the requirement detailed in Annex A, Statement of Work.
    
    Each project of similar size and scope is defined as follows:
    (a)	High profile and high quality food catering and cafeteria services.
    (b)	Government, diplomatic, or private sector client.
    (c)	For an organization consisting of at least 200 onsite individuals.  
    (d)	Delivered within the Washington, D.C. Metropolitan Area*
    
    *This area is defined as the Washington Metropolitan Statistical Area (MSA) by the United States Office of Management and Budget.
    
    4.2 The Bidder must have at least one regional service outlet serving the Washington D.C Metropolitan Area at the time of bid closing.
    
    4.3 Experience of the Proposed Resource(s) (refer to solicitation documents)
    
    4.4 Cafeteria and Catering Menu requirements (refer to solicitation documents)
     	
    5. Basis of Selection
    The contract will be awarded on the basis of the responsive bid that obtains the highest combined rating of technical merit (60%) and price (40%).
    
    6. Location of the Work
    The work will be performed at the Embassy of Canada, Washington, D.C., United States.
    
    7. Mandatory Site Visit
    It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for a site visit to be held on Monday, September 14, 2015 at 10:00am local time at the Embassy of Canada, Washington, D.C.  Bidders must communicate with the Contracting Authority no later than Friday, September 11, 2015 at 16:00 hours to confirm attendance and provide the names of the person(s) who will attend. 
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
