    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    The purpose of this ACAN is to advertise to the supplier community that the NRC intends to negotiate and issue a service agreement to Fibergrate Composite Structures for a design and fabrication service. 
    
    The Ocean, Coastal and River Engineering group (OCRE) offers specialized consulting and applied research services in ocean engineering, coastal engineering, water resources management, marine safety and marine renewable energy assessments and technology. Our work supports industries that operate in harsh environments characterized by ice, wave, wind and cold temperature. NRC OCRE serves the needs of clients in a variety of sectors, including: offshore oil and gas, marine transportation, marine and waterfront infrastructure, hydropower production, water resource management, standards and regulation, engineering design and construction. Our clients include start-ups, technology innovators and global industry leaders. The (OCRE) group is looking to upgrade hardware and Composite Structures to meet on-going health and safety objectives. The (OCRE) has platforms/rails and ladders already installed in both the laboratory in St. John’s and the facility in Ottawa. In order to achieve unification and meet health and safety requirements NRC would like to have the OEM of the existing structures upgrade where applicable and add additional structures.
    
    The proposed procurement is based on the interchangeability of hardware and unification of Composite Structures with those of the original equipment manufacturer (OEM) Fibergrate Composite Structures. 
    The OEM “Fibergrate Composite Structures” is leading the industry with Composite Structures. They are the only known company that’s able to meet a fire a flame spread-rate of 20 (Extremely-Low) and is able to offer structures that can be submerged in harsh environments such as (-40 to 50+, sewage, ocean water and river water). They are also the only known vendor that’s ISO 9001-2000 certified which falls in line with (OCRE) safety proposals and methodologies. In addition the vendor uses a unique resin that is proprietary Fibergrate Composite Structures that can withstand harsh environments (-40 to 50+).
    
    Cost Estimate of the Proposed Contract: $150,000 – $200,000CAD
    Estimated Contract Term:  This posting will serve for the immediate requirement and serve for future contracts until we have reached the $500K limit for Ottawa and St. John’s facility.

    Supplier’s Right to Submit a Statement of Capabilities: Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice.  The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
