Description
There is a security requirement associated with this requirement. The Royal Canadian Mounted Police (RCMP) require a standing offer for the services, on an as and when requested basis, of a Physician to provide expert medical consultations/opinions and recommendations in Fredericton, New Brunswick, in relation to RCMP members' fitness for duty and RCMP's benefits and services. The services of a physician for up to an estimated 624 hours per year may be required. The period of the standing offer is one year from date of award, with a provision to extend for up to three (3) additional one-year periods thereafter. Specific tasks will depend on individual cases, theprimary tasks include: - Recommendation to the RCMP Occupational Health and Safety program of suitability for specific RCMP positions, including isolated positions and foreign duties, by reviewing medicalevaluations, reports, and third party assessments. - Disability case management, assessing and reviewing work-related injury and any impact, limitations/restrictions on work capacity. - Make recommendations to the RCMP Occupational Health and Safety program pertaining to the medical profile of applicants, members and public servants, when applicable. Any candidate for the services must meet all of the following mandatory evaluation criteria: - Proposed Medical HSO / Physician must be licensed with the College of Physicians and Surgeons of New Brunswick. - Proposed Medical HSO / Physician must have been in good standing with the provincial medical licensing bodies in the provinces or territories in which services were provided within the last five (5) years. This must be demonstrated by providing the Medical HSO's physician license number for the province and/or territory in which services were provided within the last five (5) years. - Proposed Medical HSO / Physician must have experience in Occupational Health. This experience must be demonstrated by providing a resume detailing education, work history, andqualifications and any other relevant information that clearly indicates that the proposed Medical HSO / Physician meets the experience requirement. - Proposed Medical HSO / Physician must have a minimum of five (5) years experience as a medical doctor. This experience must be demonstrated by providing a resume detailing ALL education,work history, and qualifications and any other relevant information that clearly indicates that the proposed Medical HSO / Physician meets the minimum experience requirement. This requirement is below the thresholds established for the World Trade Organization Agreement on Government Procurement (WTO-AGP). Also, this type of service is not covered under the trade agreements, as per the following references: NAFTA -Exempt under Annex 1001.1b-2, Section B - Excluded Coverage,Section G - All classes of Health and Social Services; AIT -Exempt under Annex 502.1B, Para 1 (e) - health services and social services. Furthermore, it has been tried on numerous occasion and we were unable to obtain this type of service through the competitive route. It is the intent to solicit a bid from Dr. Randy Russell, Fredericton, New Brunswick. The total estimated value for this requirement is $536,640.00, Harmonized Sales Tax included. You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contractingofficer identified above.An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact personidentified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.The RCMP file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
