NOTICE OF PROPOSED PROCUREMENT (NPP) – ENGLISH
FOR MAPPING AND CHARTING

The Canadian Armed Force (CAF) of the Department of National Defence (DND) requires a remote sensing capability to conduct, wide area surveillance of selected areas of the Canadian land mass and littoral areas. This capability will be provided through the acquisition and processing of RADARSAT-1 and RADARSAT-2 satellite imagery within the Polar Epsilon system. This capability will augment the current active surveillance resources primarily comprised of other commercial sensors and allied systems. 

DND and the CAF have a requirement for the provision of professional services of wide area surveillance of selected areas of the Canadian land Mass and littoral areas in support of processing RADARSAT-1 and RADARSAT-2 satellite imagery within the Polar Epsilon system. 


DND requires a team of three (3) resources as follow; 

1. Primary DND Radarsat Order Desk Operator (DRODO), (est. 1,875h/year)
2. Secondary DND Radarsat Order Desk Operator (Secondary DRODO), (est. 780h/year)
3. Lower Tier DND Radarsat Order Desk Operator (Lower tier DRODO), (est.375h/Year, as required. Replacement for Primary and Secondary DRODO.)

The Contract will be for an estimated of nineteen (19) months from contract award with the option to extend the contract by Seven (7) additional one (1) year periods under the same terms and conditions.

The bid will be evaluated using Mandatory and Point Rated Criteria.


Mandatory Requirement:

The bidder agrees to comply with all the requirements in the Statement of Work. 

1. 	Security: 

(a) The Bidder must hold a valid Facility Security Clearance at the level of TOP SECRET, issued by the Canadian and International Industrial Security directorate (CIISD).

(b) The Bidder’s proposed personnel must hold a valid security screening at the level TOP SECRET, granted or approved by CIISD/PWGSC. 

(c) The Bidder must bid on all three (3) resource categories


2. 	Resources:

2.1 Primary DND Radarsat Order Desk Operator (DRODO)

M1. The proposed Primary DRODO has either a Degree in Geographic Information Processing and/or Geospatial Information Systems with 12 months experience in Geomatics within the past 36 months OR a College Diploma in Geomatics with 36 months experience in Geomatics within the past 60 months or a High School diploma with a minimum of 60 months experience in Geomatics within the past 84 months.

M2. The bidder must include the resume of the proposed Primary DRODO


2.2 Secondary DND Radarsat Order Desk Operator (Secondary DRODO)

M1. The proposed Secondary DRODO has either a Degree in Geographic Information 
Processing and/or Geospatial Information Systems with 12 months experience in Geomatics within the past 36 months OR a College Diploma in Geomatics with 36 months experience in Geomatics within the past 60 months or a High School diploma with a minimum of 60 months experience in Geomatics within the past 84 months.

M2. The bidder must include the resume of the proposed Secondary DRODO


2.3 Lower Tier DND Radarsat Order Desk Operator (Lower Tier DRODO)

M1. The proposed Lower Tier DRODO(s) has/have either a Degree in Geographic Information Processing and/or Geospatial Information Systems with 12 months experience in Geomatics within the past 36 months OR a College Diploma in Geomatics with 36 months experience in Geomatics within the past 60 months or a High School diploma with a minimum of 60 months experience in Geomatics within the past 84 months.

This procurement is subject to the Agreement on Internal Trade – AIT.

This requirement is limited to Canadian goods and services.
 
The requirement is exempt from the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), as the service to be provide related to goods purchased by DND not listed under Annex 1 of the WTO-AGP, Furthermore, the Services of this requirement do not fall within identified in Annex 4 of the WTO-AGP.

The requirement is exempt from the North American Free Trade Agreement (NAFTA), under Annex 1001.b-2, Section B, Note 1, as the services to be provided relate to goods not listed under Annex 1001.1b-1. The goods in this case are satellite imagery. Furthermore, the selected GSIN T013D – Satellite Data Processing and Related Services falls under Major Service Catergory T, for which all classes are excluded coverage.

The Comprehensive Land Claims Agreements (CLCAs) are not applicable to this procurement, as Work will not be delivered to, nor conducted within CLCA areas.

Employment Equity: The Federal Contractor’s Program for Employment shall apply.

The Crown retains the right to negotiate with suppliers on any procurement.
