National Mobile Trailer Supplier for the Canadian Health Measures Survey (CHMS)

REQUIREMENT

Statistics Canada is conducting the Canadian Health Measures Survey (CHMS) across Canada.

Statistics Canada is seeking one or more contractors to provide a mobile trailer 10'x40 'for each of the 16 sites located across Canada. This requirement will be spread over a period of approximately two years. The contractor will be responsible for providing a trailer for each site identified, to take care of delivery, blocking, leveling and removal of the mobile trailer to the site locations, nationally. The regions for consideration are: BC, AB, SK, ON, QC, NS, NB, PE.

This Statistics Canada office provides procurement services to the public in their official languages.

CONDITIONS OF THE REQUEST FOR PROPOSALS (RFP)

There shall be no direct payment by StatCan for costs incurred for the presentation and submission of proposals in response to this RFP.

The deadline for submissions of bids in response to this RFP is November 13, 2015 @ 2:00pm EDT. Any and all bids received after this date and time will be returned unopened to the Bidder. As per Treasury Board Contracting Policy the onus is on the Bidder to ensure that all solicitation documents reach the stipulated destination before the closing date and time of the RFP.

StatCan will not assume responsibility for proposals directed to any other location. Proposals not received in the Bid Receiving Unit by the closing time, will be return to the Bidder unopened.

ENQUIRIES

All enquiries concerning this RFP must be submitted in writing to the Contracting Authority as early as possible within the bidding period. Enquiries must be received no less than three (3) calendar days prior to the bid closing date to allow sufficient time to provide a response. Enquiries received after that time may not be able to be answered prior to the bid closing date.

Mandatory Technical Criteria (MTC)

MTC1 - Bidder

The bidder must demonstrate that it has been in business for a minimum of three (3) consecutive years providing mobile trailer rental services, including managing delivery, blocking, leveling, and removal of the mobile trailer to various organizations within the last five (5) years

MTC2 - Bidder

The bidder must demonstrate that it possesses at least one (1) trailer meeting the following specifications:

1. A10’X40’ trailer;
2. 3 rooms with a minimum of: 3 electrical outlets and 1 window per room;
3. 2 exterior doors made of a solid material, yet may have a small window not to exceed 30” x 30” (no full window doors);
4. Lockable and secure Exterior windows and exterior doors;
5. Exterior windows are to have either security bars or security grills to prevent intruder entry through the windows;
6. Continuous level slip-resistant flooring of washable vinyl flooring or vinyl tiling; must not be cracked, chipped or unlevel;
7. The trailer doors and windows must fit properly, and open/close without issues; the walls are to be free of holes larger than 1cm, and the holes are to be for the passing of telecommunications wires;
8. Trailer must be equipped with an electric heating system; during the late winter months and an electric cooling system during the spring and summer months
9. The contractor must provide and install exterior access steps.

SECURITY REQUIREMENTS

There is no security requirement applicable to this Contract.

Debriefings

Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
