Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The work is for the heritage rehabilitation of the west exterior wall of the North Park Armoury at CFB Halifax, Nova Scotia. The North Park Armoury is a federally designated “Classified” heritage building and part of a National Historic Site.
Description of the Services
The services include the deconstruction and reconstruction of the armoury’s masonry west wall, including the removal and reinstatement of an interior mezzanine. The work also includes the construction of a temporary, secure, demising structural “super wall” inside the footprint of the armoury’s drill hall, abatement of hazardous materials, installation of additional cross-bracing on the roof trusses, and removal and reinstatement of electrical, mechanical and communications services.
The services will follow the Standards and Guidelines for the Conservation of Historic Places in Canada.
The project estimated cost is in the order of $15,000,000.
It is anticipated that this procurement will be initiated in June 2016. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to November 13, 2015 quoting the following information:
- Contract number CN60400; and
- Level of clearance requested to be sponsored for.
