    This Bid Solicitation is issued against the Learning Services Supply Arrangement (SA), PWGSC File No. E60ZH-070003. All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract.

    The requirement described herein is open only to the Learning Services Supply Arrangement (SA) Holders for the following Consultant Categories:

    REQUIREMENT SUMMARY

    The Service Lifecycle Management Framework (SLMF) project team, Information, Science and Technology Branch (ISTB) of Canada Border Services Agency (CBSA) requires learning services to develop and provide a self-directed web-based training course (eLearning), in both official languages, on the subject of Service Management, specifically the CBSA Service Lifecycle Management Framework (SLMF).

    Services are to be provided by the following resource categories:

    • Intermediate Instructional Designer
    • Senior Rapid eLearning Product Programmer
    • Junior Tester

    The service is required from the date of contract award to March 31, 2016 with the option to extend the resulting Contract for two additional six (6) month option period.

    The solicitation is subject to the North American Free Trade Agreement (NAFTA), the World Trade Organization - Agreement on Government Procurement (WTO-AGP), the Agreement on Internal Trade (AIT), the Canada-Chile Free Trade Agreement (CCFTA), the Canadian-Peru Free Trade Agreement (CPFTA) and the Canada-Columbia Free Trade Agreement (CCoFTA).

    BASIS OF SELECTION

    Mandatory technical criteria

    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

    The Contracting Authority will e-mail the Request for Proposal (RFP) directly to pre-qualified companies under the Learning Services Supply Arrangement (SA).
