    Advance Contract Award Notice – 15-22108 – International Spacecraft Consultant

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a Standing Offer Contract to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    Statement of Requirement:

    The consultant will be responsible for the provision of technical support including advice and review of spacecraft related activity for the Aerospace Portfolio of the National Research Council Canada. Technical support is defined as review of relevant documentation providing critical commentary and advice including but not limited to the following: assessment of technical requirements and implementation approaches; analysis and recommendation for spacecraft environmental requirements; evaluation and advice on validation and verification approaches including analyses and test; assessment of qualification and acceptance plans, approaches and results; and assessing of the completeness of the work performed. This expertise will primarily be applied to mechanical systems of spacecraft programs including spacecraft design and development, interfaces to launch vehicles and launch vehicle environment on the spacecraft design. This expertise may also be applied to other spacecraft systems, payload items or mission concept. The consultant will perform this work through review of key deliverable documents, attending key meetings and participation in verification and validation activities.

    Sole Source Justification:

    The National Research Council Canada has a unique requirement for a consultant that with expertise and knowledge in spacecraft programs and international Space. The only known vendor with the unique expertise is Dr. David Zimcik. Dr. Zimick has unique experience and expertise in spacecraft programs to meet the requirements of the service task. He has an extensive background of research and development, engineering, and implementation of major spacecraft programs both nationally and internationally in support of many government departments and Canadian industry. He was a member of the RADARSAT 1 project office at the Canadian Space Agency (CSA) and has subsequently been a consultant to CSA for mechanical systems and launch vehicle interface for major Canadian spacecraft programs including RADARSAT 2, CASSIOPE and RADARSAT Constellation Mission (RCM). He has international experience for spacecraft programs as a member of the International Technical Review Team for the Comision Nacional de Actividades Espaciales (CONAE) SAOCOM program of Argentina, currently in the last phase of development prior to launch. He has been a Principal Investigator for two Space Shuttle flight experiments and a Collaborator on two other Space Shuttle flight experiments including the NASA Long Duration Exposure Facility (LDEF). He has industrial experience with MacDonald Dettwiler and Associates (MDA) (formerly Spar Aerospace) as a member of the Shuttle Remote Manipulator System (RMS) (CANADARM) program with responsibility for development of the arm booms of the RMS. He has been a consultant to Canadian industry including MDA and Magellan Aerospace for mechanical systems for several industrial spacecraft programs including Sapphire, CASSIOPE and RCM. He was a member of the European Space Agency Space Debris Advisory Group (SDAG) to develop and implement guidelines for mitigation of space debris. He has been the Chairman of three NATO Technical Teams on development and implementation of space vehicle technology. As a Principal Research Officer of the National Research Council (NRC) he was responsible for the operation of a national environmental test facility for acoustic qualification testing of spacecraft prior to launch. Finally he has provided technical support for space activity to many government departments including Canadian Space Agency (CSA), Dept. of National Defence (DND), Industry Canada (IC) and Dept. of Foreign Affairs and International Trade (DFAIT). Dr. Zimcik obtained a Ph.D. from the University of Toronto in Aerospace Engineering and is registered as a Professional Engineer in the province of Ontario. He has received numerous national and international awards from NATO, NASA, NRC, DND and numerous technical societies including the British Royal Aeronautical Society (RAeS), Canadian Aeronautics and Space Institute (CASI), the American Society of Metallurgists (ASM) and the Canadian Society of Mechanical Engineers (CSME).

    The National Research Council Canada wishes to issue a Standing Offer to the proposed contractor. This posting will serve for the immediate requirement and serve for future contracts until we have reached the $100K limit.
