Purpose and Term
The National Capital Commission (NCC) is seeking the services of a contractor for the supply of annuals and maintenance of floral planters along Confederation Boulevard in Canada’s Capital.
The Contract is for three years from signing to October 31st 2018.
The Contract also includes the supply of annuals and maintenance of floral baskets along Confederation Boulevard for a single year in 2017 to coincide with Canada’s 150th anniversary of Confederation.
Scope of Work
The Contractor shall provide personnel to accomplish the following tasks:
- Supply plant material, plant, arrange, maintain and remove floral displays for planters (three years from 2016 to 2018) and 150 hanging baskets (one year only in 2017), and;
- Transport, place, maintain and remove floral planters (three years from 2016 to 2018) and hanging baskets (one year only in 2017).
Planters and hanging baskets are supplied by the NCC and displayed along the Confederation Boulevard located in Ottawa (Ontario) and Gatineau (Québec). There are approximately 250 floral planters of various styles and 150 hanging baskets (one year only in 2017) to be managed and maintained by the Contractor. Quantities may vary by ±10%. Proponents will be evaluated on quality, reliability, timing and scheduling, product pricing and ongoing servicing. High quality horticultural and floral services are essential requirements of the contract. This includes the supply at the contractor’s own expense of superior quality plant material. The contractor will provide the required services throughout the growing season from early June to mid-October, including the Canadian Thanksgiving week. Good communication and teamwork is required between the contractor, the grower and the NCC.
National Capital Commission
The National Capital Commission (NCC) is a Crown corporation of the Government of Canada, and its mission is to ensure that Canada’s Capital Region is of national significance and a source of pride for Canadians. As part of its mission, the NCC manages a floral program consisting of spring bulbs and summer annuals and perennials.
Contractor Obligations
The Contractor shall provide at his/her own expense all materials and services included and required as part of this Contract. These services are detailed in Sections 3 (General Requirements) and 4 (Operational Service Requirements) of the Contract. These services are to be performed in accordance with Sections 1 (Introduction) and 2 (Terms and Conditions) of the Contract. The Contractor shall also, as an integral part of this Contract, be responsible to make all necessary adjustments to the required service/maintenance schedules to respond to changes, variations and unforeseen weather or other conditions or situations which may impact the quality of the floral display. The Contractor shall also be responsible for supplying all plant material which must be sourced from a qualified and recognized plant grower and all equipment required to fulfill the obligations of the Contract.
