Description of the Requirement:

Objective

Professional services are required by Major Crown Projects (MCP) sector of Public Works and Government Services Canada (PWGSC) to support the Workplace (WP) 2.0 transformation of federal tenants in the National Capital Area (NCA).

Asenior Financial/Cost Specialist is required in NCA MCP to provide document preparation, expert advice and review services as it relates to seeking project approval to Expenditure Authority 2 level.

Background

The MCP sector of the PWGSC Real Property Branch delivers, on behalf of NCA Accommodation & Portfolio Management PM, major real property projects in the National Capital Area. Through the WP 2.0 Capital Program of Work, PWGSC identified an opportunity to implement a major refit of the Place du Portage (PDP), Phase III complex located at 11 Laurier, Gatineau, Quebec and includes Towers A, B and C for a total of approximately 73,100m²u / 85,815m²r of general office accommodation.

The main objective for the project is primarily to implement WP 2.0 compliant fit-up in PWGSC in the NCA and to address base-building requirements to support the WP 2.0 accommodation standards at PDP Phase III.

PDP III is comprised of six towers which are linked by a three-story bridge over Maisonneuve Boulevard (referred to as Tower D and E). The subject space related to this contract is the space located in Towers A, B and C only. PDP Phase III provides 79,064.2 m²u/ 95,528.3 m²r of office and ancillary space to two different Federal Government Departments. In addition, the building offers retail space, a large atrium and a cafeteria /café area with a large seating capacity which is outside of this scope.

Scope of Work

The Contractor will provide Financial/Cost specialist services to support the WP 2.0 transformation of PDP Phase III. The work will include document preparation, expert advice and review services as it relates to the project.

Proposed period of contract
