LETTER OF INTEREST (LOI)

This request is excluded from all of the obligations of the trade agreements currently in effect since National Security Exception has been invoked.

THIS LETTER OF INTEREST (LOI) IS NOT A SOLICITATION AND NO CONTRACT WILL RESULT FROM IT.

Intent

The Government of Canada is seeking interested companies that have the capacity, capability and availability to provide interpretation and translation services in Arabic and Kurdish for an estimated total of 280 interpreters in Canada at two separate locations. A possibility of approximately 140 additional interpreters may be needed at a third back-up location. Approximately 50 interpreters to travel to various locations internationally. Services commencing early December at sites to be confirmed.

The purpose of this posting is to generate a list of possible suppliers that would be interested in being provided a copy of future solicitation(s) relating to the type of services identified in the requirements described below.

Requirements

General

• Need of approximately 140 interpreters at each location, including a possibility of additional 140 interpreters at a third back-up location.

• Need of approximately 50 interpreters to travel to various locations internationally.

• Need for optional translation services at each location.

• Need of a Project Manager.

• Need of at least one (1) Interpreter in a Supervisory role at various locations.

• Need of an estimated thirty (30) additional interpretation resources to be available on call. These resources would be reimbursed at a rate calculated in proportion to the daily rate.

Language Requirements

• Majority of interpreters must be fluent in Modern Standard Arabic and approximately 20% capable of interpreting Kurdish

• All interpreters must be capable of interpreting to/from the English, at a minimum, with French beneficial

Minimum Certifications and Qualifications

• Accuracy of Interpreter Services is essential

• For certain activities, some Interpreter Resources will have to hold a valid Interpreter’s Certification from a provincial regulatory body associated with the Canadian Translators, Terminologists, and Interpreters Council (CTTIC)

• The Contractor’s project manager must have a valid Project Management Professional (PMP) designation, and at least five (5) years of related project management experience.

• The Contractor’s Supervisor resources must have at least two (2) years of related supervisory.

• All resources must have a valid police record check and some will have to hold a valid Government of Canada Reliability Status security clearance.

Due to the nature of this request, only e-mail submissions will be accepted. Responses to this request should be sent directly to the Contracting Authority above and will be accepted no later than 2pm EST, November 24, 2015.

Suppliers that meet the requirements above will be added to a Source List to support similar future requirements. Suppliers may be required to sign a non-disclosure agreement to be eligible for the Source List.

Canada may, at its discretion, decide to only contact or solicit bids from supplier(s) that have responded to this LOI.
