    NOTICE OF PROPOSED PROCUREMENT (NPP)

    Requirement Summary

Public Safety Canada requires the services of a Contractor to develop content and a 2-day pilot training session for a Financial and Resource Management course for Responsibility Centre Managers at Public Safety Canada. This course will describe their roles and responsibilities in exercising their delegation of authority and accountability in respect to the Financial Administration Act. The initial contract period is from the date of award to March 31, 2016 with an option to extend the contract period for up to 12 additional months.

    Basis of Selection

To be declared responsive, a bid must:

    a) comply with all the requirements of the bid solicitation; and

    b) meet all mandatory criteria; and

    c) obtain the required minimum of 45.5 points overall for the Senior Instructional Designer and 63 points overall for the Senior Instructor – Finance for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 65 points for the Senior Instructional Designer and 90 points for the Senior Instructor - Finance.

Bids not meeting a. b. or c. will be declared non-responsive.

The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70% for the technical merit and 30% for the price.

To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 70%.

To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 30%.

For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating.

Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
